70th anniversary of the Victory in the Great Patriotic War of 1941-1945 “Patriotism is the source of the Great Victory. Little Heroes of the Great War" in the municipal educational institution "Akcheevskaya secondary school"

April 28, 2015 a conference dedicated to the 70th anniversary of the Victory in the Great Patriotic War of 1941-1945 was held in the municipal educational institution "Akcheevskaya secondary school"“Patriotism is the source of the Great Victory. Little Heroes of the Great War»

The purpose of the conference: preservation and maintenance of cultural and moral values, respect for the heroic past, the historical deeds of veterans of the Great Patriotic War, our countrymen, home front workers, children of war.
The conference was opened by listening to the anthem of the Russian Federation. Further, the teacher of history Alim Khasyanovich Meshcherov opened the first part of the conference, in which he noted that outstanding commanders, philosophers, writers and poets of our Fatherland devoted their thoughts and thoughts to the theme of courage and heroism, examples were given. Using the wall map "The Great Patriotic War", Alim Khasyanovich gave a brief historical background on the important sources of the Victory of the Russian people in the Second World War. This is Russian patriotism, the unity of all the peoples of the country, the spiritual unity and moral stamina of the Soviet people.
From the video materials prepared by the history teacher, the students learned about the beginning of the war, about the feat of M.P. Devyatayev. A in the presentation, which was dedicated to the natives of the villages of Akcheevo, Kabanovo, Churino, the guys recognized their grandfathers, great-grandfathers. Grade 9 students made a presentation dedicated to our fellow countryman, full cavalier of the orders of Glory - Meshcherov Zarif Ibragimovich.

The teacher of the Russian language and literature Shekhmametyeva Rumiya Kamilievna, during March-April, held a competition of creative works among students in grades 6-11, dedicated to the 70th anniversary of the Great Victory. At the conference students: Galdin Denis (grade 6), Kutueva Diana (grade 6), Utesheva Dinara (grade 9), Tangalycheva Galya (grade 11) presented their work. These were poems of his own composition, and essays on the theme of the Great Patriotic War, and stories about his great-grandfathers-veterans.

Students of grades 5-8, together with the senior counselor, took an active part in the work of the conference, preparing messages about the pioneers - heroes (who performed heroic deeds, received orders and medals, four pioneers were awarded the title of Hero of the Soviet Union.), Read poetry. Their performances were accompanied by the presentation "Little Heroes of the Great War". It was also noted that children of the war years completely replaced adults in the rear. They fought on an equal footing with adults both in the army and in partisan detachments. Childhood taken away by the war, suffering, hunger early made the children adults, nurturing in them fortitude, courage, ability to self-sacrifice. Students honored the memory of the fallen during the Second World War with a moment of silence. A video about the pioneer heroes “Dedicated to Young Heroes…” was shown to the attention of those present.

Summing up the results of the conference, the senior counselor drew the attention of the children to the fact that a sign of culture and education of a person is knowledge of the history of his Fatherland, its heroes, the desire to follow historical and military traditions, respect for state and social values. The conference ended with listening to the anthem of the Republic of Mordovia.

We hope that the goals of the conference were achieved, that each student could feel like an heir and continuer of the cultural, historical and military traditions of his Fatherland, his people.

MATHEDU: a dialogue between mathematicians and educators

An open and constructive dialogue to discuss topical issues, achievements and research results in the field of mathematics education in secondary and higher schools took place at the VI International Scientific and Practical Conference "Mathematical Education at School and University: Theory and Practice" ( MATHEDU - 2016), held November 25-26, 2016 at the Institute of Mathematics and Mechanics named after N.I. Lobachevsky Kazan Federal University. The conference was organized by the International Scientific and Educational Mathematical Center, the Institute of Mathematics and Mechanics named after N.I. Lobachevsky Kazan Federal University.

The geography of participants is extensive - from Vladivostok to Simferopol. The conference was attended by more than 100 teachers and scientists from higher educational institutions, schools, the Republic of Tajikistan, Russian cities - Moscow, Kazan, Kirov, Omsk, Orenburg, Yelets, Simferopol, Vladivostok, Novosibirsk, Vladikavkaz, Saratov, Yaroslavl, Yekaterinburg, Rostov -on-Don, Nizhny Novgorod, Krasnoyarsk, Arzamas, Vologda, as well as cities and regions of the Republic of Tatarstan.

The conference was opened by Candidate of Pedagogical Sciences, Associate Professor of the Department of Theory and Technologies of Teaching Mathematics and Informatics Nailya Vakifovna Timerbayeva. She congratulated the participants on the opening, outlined the areas of work.

Director of the Institute of Mathematics and Mechanics named after N.I. Lobachevsky, Doctor of Physical and Mathematical Sciences, Professor Maxim Georgievich Khramchenkov addressed the conference participants with a welcoming speech. He emphasized the importance of mathematical education, wished fruitful work to the participants of the conference, and expressed gratitude to its organizers.

Head of the Department of Theory and Technologies of Teaching Mathematics and Informatics, Doctor of Pedagogical Sciences, Professor Liliana Rafikovna Shakirova, moderated the plenary session. She noted that on the eve of the celebration of the Day of Mathematics, the conference was of particular importance.

The plenary session was opened by Doctor of Pedagogical Sciences, Professor of the Vologda State University, Vladimir Afanasyevich Testov. In his report “Methodological Foundations of the Methodology of Teaching Mathematics in the Post-Non-Classical Period of the Development of Science”, he noted that a feature of post-non-classical science is the transition from clear, defined concepts to less clear ones. New sections appeared in mathematics, which served as the basis for the theory of soft models. The methodology of teaching mathematics has long operated with loosely defined, “blurred” concepts. The methodology of teaching mathematics is affected by both the change in the scientific picture of the world and the transition of society to a new network era. Vladimir Afanasyevich covered this topic in detail and answered the questions of the conference participants.

The next speaker of the plenary session was the Doctor of Physical and Mathematical Sciences, Professor, Academician of the Academy of Social Sciences of the Russian Federation Komili Abdulkhay Sharifzoda, (KTGU named after Nosir Khusrav, Kurgan-Tyube, Tajikistan). In his report “On the issue of the problems of the history of science of the physical and mathematical cycle and their development in the context of the Muslim Middle Ages”, he presented the results of a study on the history of physical and mathematical science in the medieval Muslim East. In his opinion, the development of science is an integral part of the overall process of the intellectual development of the human mind and the formation of human civilization. Having singled out the periodization of science, from ancient times to the present day, he examined the features of each period, dwelling in detail on the period of the Muslim Middle Ages. In his report, Abdulkhay Sharifzoda emphasized that scientists of that period paid great attention to the issues of education and teaching methods.

The speech of Doctor of Pedagogical Sciences, Professor Liliana Rafikovna Shakirova aroused great interest. In her report “Historicization of Mathematical Education at School and University”, she revealed the possibilities of including historical and mathematical knowledge in the educational process at school and university, examined the experience of educational activities, and noted its role in the patriotic and moral education of the younger generation. The history of mathematics enables students to trace how the development of society affects the development of mathematics and to find out the dependence of the development of the social system on the level of development of mathematics. With the correct presentation of historical material by the teacher, it gradually turns from an optional, which is only an intellectual background of learning, into knowledge that determines the understanding of the mechanism of development of the entire civilization. This process, as noted by Liliana Rafikovna, is called historicization of school mathematics education, which is understood as the penetration of the principle of historicism into it, which involves the introduction of a system of historical-methodological and historical-mathematical knowledge that creates conditions for the development of students and has an emotional impact on the personality of the student.

In her report, she emphasized that special attention should be paid to the preparation of a future mathematics teacher for the use of historical and mathematical knowledge in teaching schoolchildren. In her speech, Liliana Rafikovna spoke in detail about her work with students of the Institute of Mathematics and Mechanics. N.I. Lobachevsky KFU. To prepare future teachers of mathematics for the organization of research and search work with schoolchildren, to familiarize them with the biography and contribution to science of the great geometer N.I. Lobachevsky and his followers, instilling in them the skills of public speaking, an annual competition for the best student work "Lobachevsky and the XXI century" is organized. Students develop draft scenarios for lessons, extra-curricular activities with historical excursions, educational conferences on the history of the mathematical school of Kazan University; prepare research papers on the role and influence of N.I. Lobachevsky on the development of the Kazan Mathematical School, about teachers, students and followers of the great geometer, etc. The results of the research help students in organizing and conducting design and research work with schoolchildren during their teaching practice and in their future professional activities.

IMM organizes the annual All-Russian Youth School-Conference “Lobachevsky Readings”, one of the sections of which is devoted to research in the history of mathematics. December 1, the birthday of N.I. Lobachevsky University celebrates the Day of Mathematics. On this day, the All-Russian Mathematical Olympiad for Students is organized annually, a student conference is held, where the winners of the competition for the best student work “Lobachevsky and the XXI century” speak with the results of search and research work. A collection of materials of the student conference, booklets “N.I. Lobachevsky and the Kazan School of Mathematics” or “N.I. Lobachevsky and Kazan University”, which are awarded to active participants of the conference. According to Liliana Rafikovna, the teacher's task is to help convey this knowledge to schoolchildren and students.

After the speech, the conference participants from various cities of Russia - Moscow, Vologda, Kirov and others, asked Liliana Rafikovna to create a resource where you can find the necessary information on the history of mathematics, in particular, about N.I. Lobachevsky and his followers.

The plenary session was completed by the methodologist, teacher of mathematics, Safonova Tatyana Anatolyevna (GBOU Lyceum No. 1158, Moscow). In her report “On some practical steps in the implementation of the “Concept for the Development of Mathematical Education in the Russian Federation” (on the example of the Resource Center on the basis of Lyceum No. 1158 in Moscow)”, she spoke about new forms of methodological work aimed at improving the quality of mathematical education of students and improving the professional skills of mathematics teachers. When considering the issues of the speech, Tatyana Anatolyevna dwelled in detail on the problem of improving the quality of the work of mathematics teachers and the application of modern technologies in the educational process. As part of solving this problem, she identified the areas in which the teaching staff works. In her speech, Tatyana Anatolyevna noted that the experience of the Department of Theory and Technologies of Teaching Mathematics and Informatics of the Institute of Mathematics and Mechanics named after N.I. Lobachevsky on the organization of the International Scientific and Practical Conference "Mathematical Education at School and University: Theory and Practice" (MATHEDU), which provides an opportunity for teachers and professors to exchange experiences, formed the basis for the work on holding similar events in Moscow. So, at the conferences "Mathematization as a form of interaction and integration of social, natural and technical sciences", "Formation of meta-subject competence of students and teachers in the context of the introduction of the Federal State Educational Standards", held on the basis of the Lyceum, the participants of the International Scientific and Practical Conference "Mathematical Education in school and university: theory and practice” (MATHEDU). She emphasized that thanks to the MATHEDU conference, an opportunity arose for cooperation and the creation of joint projects between teachers from the city of Kazan and teachers from the city of Moscow.

On the second day of the conference, work was carried out in sections: "Modern methods and technologies for teaching mathematics and computer science at school", "Modern methods and technologies for teaching mathematics and computer science at a university", "Multilevel training of teachers of mathematics and computer science (bachelor's degree, master's degree)", " Information technologies in teaching mathematics”, “Mathematical modeling and teaching systems”, “History and methodology of mathematics and mathematical education”, “FGOS implementation in mathematical education”. The moderators of the sections were Doctor of Pediatrics, Professor V.A. Testov, Ph.D., Professor L.R. Shakirova, Ph.D. Sc., Academician Komili A.Sh.

  • Chirkov Alexey Vladimirovich , Head of the Sector of the Main Directorate of the Microfinance Market and Financial Inclusion Methodology of the Bank of Russia

The plenary session was moderated by Anton Arnautov, editor-in-chief of the Bankir.ru portal

Participants of the first block of the Plenary session "Results of the year. Regulatory Innovations» discussed how the microfinance market developed in 2015, how its participants are adapting to changing conditions; shared the interim results of the first quarter of 2016; reviewed the current legislative changes in the activities of non-bank financial institutions, and also discussed further steps for the regulator and microfinance market participants to maintain stability and develop the sector.

In his speech Mikhail Mamuta announced the latest statistics of the microfinance market. As of April 1, 2016, the number of active MFIs in the state register is 3852 , PDA - 3430 , including members of SRO KPK - 1590, SKPK - 1687, pawnshops - 8290 . As of December 31, 2015, the share of MFIs in the total loan portfolio is 70.3 billion rubles, CCCs - 54.8 billion rubles, pawnshops - 29.4 billion rubles. There is an increase in the portfolio of loans in all sectors of the market. The MFO market in 2015 grew by 13 billion rubles. (+22.7%), the PDA market - by 5.2 billion rubles. (+10.5%), the pawnshop market - by 8.4 billion rubles (+40%). Commenting on the dynamics of the loan portfolio, Mr. Mamuta noted the rapid growth of the pawnshop market. With regard to the number of customers, the market dynamics was multidirectional. In particular, the MFO market grew by 800,000 borrowers, with the main increase occurring at the turn of Q1 and Q2. 2015. “To a large extent, this is due to the fact that during this period there was a significant tightening of requirements for unregulated creditors, many companies entered the state register and brought clients with them”, - explained Mikhail Mamuta. “We are quite satisfied with a moderate growth rate, since the market is a complex and fast growth, from our point of view, I would rather speak of its poor quality. Restrained growth suggests that companies do not seek to issue loans at any cost, but also think about their repayment”,- noted Mr. Mamuta.

In terms of the structure of attracting funds from MFIs in 2015, funds from credit institutions and founders dominated. 72% of the funds are attracted from legal entities, where more than 65% are the resources of credit institutions, and 28% - from individuals, where 56% are the funds of the founders.

Commenting on the dynamics of the average market values of TIC, Mikhail Mamuta noted a reduction in rates in almost all segments of the microfinance market.

Based on the results of reporting by MFIs for 2015, Mikhail Mamuta noted the rapid and steady increase in the number of companies submitting a report on their activities . “We expect that by the end of 2015, the number of MFIs that submitted their reports on time will approach 90%. CCPs submit reports through SROs, where reporting is close to 100%,”- explained Mr. Mamuta. As for pawnshops, the market is divided 50/50. “This suggests that the existing pawnshops submit reports, and those who do not want to do so will no longer submit reports.. Therefore, we pay great attention to the removal of unscrupulous players from the market,” emphasized Mr Mamuta.

For 2015 excluded from the state register 1703 MFIs, including - in connection with violations of the law - 948, on the basis of statements 660, in connection with the liquidation, reorganization - 95. For the first quarter of 2016, 208 MFIs were excluded from the state register, including due to violation of the law - 84 , based on statements - 124 . As of April 6, 2016 are under consideration 120 draft orders on the exclusion of information from the state register. The most common violations of the law are non-submission or non-compliance with the terms and procedure for reporting to the Bank of Russia, non-posting on the Internet of the rules for submitting microloans, the absence in the charter of the organization of the procedure for disclosing information about persons influencing the decision-making of the organization. According to the law "On microfinance activities and microfinance organizations", which entered into force on March 29, a new basis for excluding a company from the state register has appeared - this is not conducting microfinance activities. “A new wave of exclusion of unscrupulous participants is expected on new grounds”, - noted Mikhail Mamuta.

As of January 11, 2016 are considered valid 3498 credit consumer cooperatives. Of these, SROs consist of about 1,600 cooperatives. More 1727 CCPs that have not been members of the SRO for more than 3 months are subject to liquidation. To date 715 The CCPs are at different stages of considering the application for liquidation in the courts. 613 CCPs are in the process of liquidation, bankruptcy, reorganization, 244 CPC - in respect of which appeals were sent to the Federal Tax Service of Russia, 128 CPC - the adoption of measures for which it was planned in 1 quarter. 2016.

As of 01/11/2016 are considered valid 8 343 pawnshop. 4 604 pawnshop expertly subject to liquidation. Accepted 4 237 measures against pawnshops.

During his speech Mr. Mamuta also spoke about the prospects for the development of self-regulation of non-banking microfinance institutions; shared the changes introduced by Federal Law No. 407-FZ dated December 29, 2015, which came into force on March 29, 2016; spoke about the planned measures to improve the regulation and legal support of the activities of MFIs, CCCs and pawnshops.

“We certainly believe in the expediency and necessity of further development and support of the microfinance market. It should be a transparent, understandable and safe market for the consumer. Therefore, work to further improve its regulation will be carried out on an ongoing basis,”- summarized Michael Mamuta.

Ilya Kochetkov spoke on the topic "Actual issues of protecting the rights of consumers of financial services." Mr. Kochetkov spoke about the main tasks of the Bank of Russia Service for the Protection of the Rights of Consumers of Financial Services and Minority Shareholders, shared the latest statistics on the consideration of applications. “The key goal of the Service is to help citizens”, - noted Ilya Kochetkov.

According to the Bank of Russia, the total number of applications in 2014 amounted to 33.3 thousand, in 2015 - 68.3 thousand, in 1 sq. 2016 - 20.2 thousand Commenting on the distribution of received applications from citizens between the subjects of the insurance business, issuers, professional participants and participants in the MFO market, Mr. Kochetkov noted the negative trend emerging in the microfinance sector: “If in 2014 MFIs, CPCs and pawnshops occupied the third position, then in 2015 their percentage, having remained the same in relation to the increased number of applications, nevertheless, moved to the second position, in Q1. 2016, the percentage of complaints addressed to these market entities continues to grow,” explained Ilya Kochetkov.

The number of complaints regarding the activities of microfinance organizations (MFIs) in 2014 amounted to 3 thousand., in 2015 - 6.3 thousand., in 1 sq. 2016 - 2.4 thousand Basically, complaints are received about illegal methods of debt collection, the impossibility of servicing the debt and "black" borrowers. The number of complaints regarding the activities of credit consumer cooperatives (CCC) in 2014 amounted to 568 , in 2015 - 940 , in 1 sq. 2016 - 160. The main share of received appeals from citizens is occupied by complaints about the non-return of personal savings, the impossibility of servicing a loan (debt) and methods of collecting debt from the shareholder. The number of complaints regarding the activities of pawnshops in 2014 amounted to 68 , in 2015 - 183 , in 1 sq. 2016 - 48.

“The Central Bank of the Russian Federation and the Service of the Bank of Russia for the Protection of the Rights of Consumers of Financial Services and Minority Shareholders will continue further work to promote the idea of further reducing the debt burden on the borrower,” - emphasized Mr Kochetkov, commenting on further proposals of the Bank of Russia to change the legislation. The Central Bank of the Russian Federation also advocates changing the order of repayment of the borrower's debt under a consumer loan agreement and limiting the amount of other payments established by IFIs in the event of overdue debts.

Ilya Kochetkov also noted that in order to ensure an adequate level of financial services and quality customer service for financial organizations, the Bank of Russia developed the Draft Recommendations on the preparation by a self-regulatory organization of internal standards for protecting the rights and interests of clients of financial organizations that are members of SROs, which includes:

  • informing clients about the bodies exercising the authority to control and supervise the activities of financial organizations;
  • work with appeals;
  • informing about the appointment of an official responsible for organizing and considering citizens' appeals;
  • information disclosure;
  • risk communication;
  • participating in financial literacy programs.

Increasing the level of financial literacy of the population is one of the key tasks of the Bank of Russia. As part of the program to improve financial literacy, the Central Bank of the Russian Federation publishes thematic brochures, holds days of financial literacy in educational institutions, and plans to introduce a mandatory lesson in financial literacy as part of the subject of social science in 2016-2017. “We all need a financially literate consumer, we will achieve this only by joint efforts,” - summed up Mr. Kochetkov.

“The MFO market during 2015 showed active growth, the volume of the portfolio of microfinance organizations increased by more than 20%. However, over the past year, the structure of the portfolio has changed quite noticeably: the largest growth was observed in the segment of consumer loans, and the segment of online loans clearly stood out in it. But, unfortunately, there is a steady downward trend in the volume of the portfolio of MFIs operating in the segment of small and medium-sized businesses- noted in his speech the director of SRO "MiR" Andrei Paranich. ‑ Throughout 2015, the average total cost of borrowings (TFR) has been declining quite noticeably in almost all segments. This leads to a drop in profitability, and under these conditions, the issue of controlling risks associated with the choice of a borrower, as well as regulatory and image risks, becomes especially significant..

In the work of the second part of the Plenary session “Development of digital financial services. State support for microfinancing of small businesses: new opportunities! The following speakers took part:

In the block "Development of digital financial services":

  • Bozhor Yury Anatolievich, Head of the Division for Risk Analysis and Advanced Financial Inclusion Technologies of the Main Directorate of the Microfinance Market and Financial Inclusion Methodology of the Bank of Russia Presentation >>>

  • Samiev Pavel Alexandrovich, managing partner of the National Agency for Financial Research (NAFI) Presentation >>>

The moderator was Viktor Dostov.

The popularity of the online loans segment and its role in increasing financial inclusion is actively growing. Amendments to Law No. 407-FZ “On Amendments to Certain Legislative Acts of the Russian Federation and Recognition of Certain Provisions of Legislative Acts of the Russian Federation as Invalid” entered into force on March 29, 2016, impose new requirements on the conditions for simplified identification, including requirements for direct participants in the process - credit and microfinance organizations. The meeting participants considered how the new norms will be applied in practice and how the transition period will be organized for existing models. Representatives of the regulator, IFIs and payment system specialists discussed the role and opportunities of each in the development of digital financial services.

Yuri Bozhor spoke about increasing the level of financial inclusion through the development of digital financial services. “We are experiencing the greatest information and communication revolution in the history of mankind. More than 40 percent of the world's population has access to the Internet, and new users come online every day. Among the poorest 20 percent of households, almost 7 out of 10 have a mobile phone. The number of the poorest households with a mobile phone is higher than those with access to a toilet or clean drinking water. We must take advantage of these rapid technological changes to raise prosperity and strengthen social inclusion in the world.”, - noted Mr. Beaujor.

The results of the NAFI study, which characterizes the level of accessibility of financial services in Russia, were announced in his speech Pavel Samiev. An express survey of Russians was conducted from May to December 2015, in 150 settlements, in 85 constituent entities of the Russian Federation. The survey covered all federal districts, including the Crimean Federal District. According to the results of the study, only 13% of Russians surveyed believe that all financial services are quite understandable. The most difficult products to perceive are investment products (45%) and loans (33%). Every fifth respondent with a loan (22%) indicated that repayments account for more than 30% of income. A high proportion of complex loans (repayments occupy more than 30% of income) is observed among those who indicated the presence of a repayable mortgage loan (50%). The overall level of satisfaction with financial services is quite high. The number of people who know what microfinance organizations are has increased. The share of informal loans increased. The popularity of the segment of online loans is growing. At the end of 2015, the microloan portfolio grew, in contrast to most segments of the banking lending market. The share of the segment of other microloans FL is actively growing, while the share of the segment of legal entities and individual entrepreneurs is declining, and PDL is stagnating. Mr. Samiev noted that the market growth factors are: lower interest rates; growth potential in the regions; expansion of state support to MFIs for microcrediting legal entities and individual entrepreneurs; development of the segment of online microloans. At the same time, market deceleration factors include deterioration in the quality of the portfolio, tightening of reserve requirements and capital requirements (151-FZ), a limited list of funding sources, and a decrease in consumer activity of the population. According to NAFI forecasts, the growth rate of the microloan portfolio of MFIs is expected to slow down, the share of other microloans to individuals will increase, and the share of payday microloans (PDL) will decrease.

Roman Prokhorov spoke about aggregators of payment services and identification of IFC clients.

  • Reshetnikova Alexandra, Director of the Department for Corporate Affairs of the company "Bystrodengi" Presentation >>>

The discussion was moderated Alexey Savatyugin.

The State Duma of the Russian Federation considered a package of bills on the activities of collection agencies - from the government-approved proposal by the Chairman of the State Duma Sergey Naryshkin and the Chairman of the Federation Council Valentina Matvienko to the version introduced by the leader of the Liberal Democratic Party Vladimir Zhirinovsky, deputy Mikhail Degtyarev and other deputies, which proposes to generally ban activities of collection agencies. The proposed bills on the activities of collection agencies caused an active controversy among experts. At the plenary session on April 12, deputies of the State Duma adopted in the first reading the draft law “On the protection of the rights and legitimate interests of individuals in the implementation of debt recovery activities”, submitted to the lower house of parliament Valentina Matvienko and Sergei Naryshkin.

The participants in the discussion discussed the pros and cons of the draft law adopted by the State Duma in the first reading on limiting the activities of collectors.

Summing up the event, Vice-President of NAMMS, Director of the RMC, Elena Stratieva thanked all speakers, participants and partners of the conference for fruitful joint work and constructive dialogue.

Solution

conference "The effect of professional development of teachers when using Internet resources"

The conference was supported by the National Personnel Training Staff, the Ministry of Education of the Orenburg Region, high activity and great interest of participants working in various types of educational institutions and various municipalities of the Orenburg Region. There was an intensive exchange of views and information between the participants. Conference materials are available on the website of the State Institution "Regional Center for the Development of Education" www. ***** .

The conference noted the following:

1. The term "Internet resources" has recently firmly entered the lexicon of pedagogical and administrative workers of educational institutions, despite the lack of an unambiguous definition of this term. Each user of the Internet, based on the experience gained, puts a certain meaning, his own interpretation into the concept of Internet resources. We can say that this concept has a collective image, which includes several aspects of the presentation and use of information. Internet resources include: e-mail; Usenet telecommunication system; file archive system; WWW databases; databases (Gopher); databases (WAIS); information resources (LISTSERV); help desk; search engines, etc.

2. Internet resources are understood as textual, graphic, factual and multimedia information posted on Internet sites (servers), which can be accessed by the user upon his request in the form of files or sets of files (including archives) of various formats (HTML, DOC, PDF, TXT, etc.). The use (reading, copying, viewing) of this information requires the availability of appropriate software tools (browsers) on the user's computer. On the server of an educational institution (training center), information can be stored statically (in files) or generated dynamically depending on the user's request (from the database). Internet resources also include executable programs (distributions) hosted on servers that can be transferred to the user's computer for further use at the user's request.

3. Internet resources for the educational process are information carriers that represent a significant amount of educational resources that are constantly updated and are available at any time to a remote user. Educational Internet resources should be understood as resources created specifically for use in the learning process of certain categories of students: schoolchildren, students, teachers, school leaders, etc. Educational Internet resources will include educational, methodological, scientific, methodological and additional textual and illustrative materials, control and self-control systems and other resources focused on specific subject areas and available to Internet users.

4. Internet resources can be intended both for a single user (for example, a teacher or a student), and for information support of an education system of a certain level (school, municipal, regional, federal, international). Legal, regulatory, statistical, reference information also refers to Internet resources, without which the activities of educational institutions or educational authorities cannot be effective.

Operative part

The participants of the conference decided:

1. The project group of the State Institution "Regional Center for the Development of Teachers" to continue to work in all areas of the program "Internet support for the professional development of teachers", involving advanced pedagogical initiatives.

2. Continue work on the content and modernization of www. ***** and www. *****

3. Continue work to activate students of advanced training courses and participants in zonal and regional training seminars at the Orenburg Pedagogical Forum.

4. Come up with a proposal to the Ministry of Education of the Orenburg Region with a proposal to improve existing curricula related to the use of ICT in the professional activities of teachers, in particular, to prepare for the use of modern Internet resources and Internet technologies.

5. To initiate the leadership of schools and teachers of educational institutions to the effective use of Internet resources in the study of various subject areas and their own professional development, focusing on the creation of the following conditions:

    integration of modern Internet resources with traditional educational and methodological aids; motivation of the creative and intellectual potential of the subjects of education through self-organization, the ability to use ICT in professional and everyday activities; modeling of individual learning routes and communicative situations, taking into account the individual characteristics of the subjects of learning.

6. Continue the work of the pedagogical lounge, within which teachers will communicate, seeking to use Internet resources in educational activities. They should act as specialists in the field of information and communication technologies and have a desire for continuous professional growth in the use of modern pedagogical, information and communication technologies. They must understand the principles:

purpose, features of the device and functioning of the telecommunications network;

storage and transmission of information within the network;

building the main network information resources and features of working with them;

· organizing and conducting telecommunication projects, thematic teleconferences;

· methodological features of the organization of the educational process in the network, the basic rules of user behavior in the network, the basics of telecommunications etiquette.

7. Taking into account the growing interest of modern school teachers in the problem of using Internet resources and Internet technologies in school practice, to initiate at the level of the Ministry of Education of the Orenburg Region the importance of the problem of continuously raising the level of information culture of teachers of the highest, first and second qualification category. For them, the skills of working in e-mail, forums, CHATs, Internet seminars, teleconferences, network information services should be mandatory. The main skills of the activities of teachers striving for the status of a network teacher should be acquired skills that allow them to:

· high-quality and prompt selection and processing of information available in the network;

search for vital information on the World Wide Web;

preparation of information for transmission over the network;

· organization of development and implementation of a network educational process using modern ICT.
