Decree of the Government of the Novosibirsk Region No. 152-p dated April 18, 2017 “On the implementation in 2017 of one-time compensation payments to medical workers who arrived (moved) in 2016 and 2017 to work in rural settlements, or workers’ settlements, or urban-type settlements in the Novosibirsk Region , and invalidating some resolutions of the Government of the Novosibirsk Region” approved the Regulations on the implementation in 2017 of one-time compensation payments to medical workers who arrived (moved) in 2016 and 2017 to work in rural settlements, or workers’ settlements, or urban-type settlements in the Novosibirsk Region (hereinafter referred to as the Regulation), according to which in 2017 one-time compensation payments in the amount of one million rubles are provided to medical workers under the age of 50 who havehigher education, who arrived in 2016 and 2017 to work in a rural settlement, or a work settlement, or an urban-type settlement, or who moved to work in a rural settlement, or a work settlement, or an urban-type settlement of the Novosibirsk Region from another settlement from concluded an agreement with the Ministry of Health of the Novosibirsk Region on the provision of a lump-sum compensation payment.

Grounds for refusal to conclude an agreement on the provision of a lump-sum compensation payment:

1) provision to a medical worker of the payment provided for by part 12.1 of Article 51 of the Federal Law of November 29, 2010 No. 326-FZ “On Compulsory Medical Insurance in the Russian Federation”, in the period from 2011 to 2016, including on the territory of other constituent entities of the Russian Federation ;

2) non-compliance of medical workers with the requirements established by part 12.1 of article 51 of the Federal Law of November 29, 2010 No. 326-FZ “On Compulsory Medical Insurance in the Russian Federation” and paragraph 2 of the Regulation, in order to provide payment;

3) non-compliance of the documents submitted by the medical worker with the requirements of paragraph 4 of the Regulations;

4) identification of false information specified in the application for a one-time compensation payment (false information refers to the presence of distortions and inaccuracies in the content of the submitted documents).

The refusal to conclude an agreement on the provision of a lump-sum compensation payment does not prevent the medical worker from re-applying to the Ministry of Health of the NSO with an application for the provision of a lump-sum compensation payment after the reasons for the refusal have been eliminated.

To receive a one-time compensation payment in the amount of one million rubles, you must:

1) Select a medical organization subordinate to the Ministry of Health of the Novosibirsk Region for the purpose of employment.

2) Select a vacancy in this organization.

3) Contact the chief physician, the personnel department of the selected medical organization, discuss the conditions of employment and moving to a rural settlement, or a working settlement, or an urban-type settlement.

4) Conclude an employment contract with medical organization.

5) Submit the following documents to the Ministry of Health of the NSO:

Application for payment in the form approved by the Ministry of Health of the NSO;

Program "Zemsky Doctor" goals, conditions, duration

The Zemsky Doctor program is enshrined in Federal Law No. 213.

It is designed to help stabilize the shortage of medical personnel in rural areas.

Goals

The program must first stimulate young health professionals work in rural areas.

Concerning main objectives considered to be:

to achieve the attractiveness of the work of young health workers in the village (to interest young people to work in villages);
organization in providing young specialists with their own housing, subject to the availability of higher education;
avoid problems with a shortage of medical personnel in the villages of the Russian Federation;
completely or to a greater extent replace paramedics in villages with full-fledged qualified doctors;
providing guarantees to young professionals in the field of employment upon completion of the educational period.

Validity

Initially, the program was supposed to end at the end of 2016, but it is also valid in 2019.

This means only one thing - every healthcare professional has every right to take advantage of this program and receive not only a stable job and good wages, but also housing and financial assistance in the amount of 1 million rubles as "lifting".

Conditions

If we talk about conditions, then they are as follows:

the age of the specialist is not more than 50 years;
availability of medical higher education;
desire to work in rural areas on a permanent basis;
the presence of a good diploma (in particular, we are talking about the absence of “3” in the diploma).

Vacancies and regions of action

If we talk about the vacancies themselves, then preference is given directly to doctors or specialists in the field of ultrasound diagnostics.

It will be most difficult for paramedics to use the program, since, on the contrary, the Government of the Russian Federation wants to replace them with doctors.

Every physician or other medical professional must have a high school diploma.

Today the Zemsky Doctor program operates in areas:

Moscow;
Kaliningrad;
Smolensk;
Irkutsk;
Tomsk;
Krasnodar;
Volgograd.

It should be noted that these are not all regions, since all new ones are constantly connected to this program, for which there is a shortage of qualified medical personnel in the villages.

It is worth noting that at the moment about 8,000 graduates of higher medical institutions have taken advantage of the program.

Benefits and payments

According to federal law No. 326, young doctors who decide to move to the countryside in order to work, have the right to count on compensation payment in the amount of 1 million rubles. To receive this amount, it is enough to contact the local authorities at the place of work and document everything.

It should be noted that these payments are provided exclusively for doctors who have higher education and work in their specialty.

But there is a basic condition for receiving the long-awaited million - you must have minimum work experience 5 years. In the event that, after receiving the payment, the specialist quits, he will have to return part of the money (this part is calculated depending on the period of time worked).

In addition to financial support from the state under this program guarantees:

free provision of housing for living;
free allocation of land for the construction of your own house;
compensation for a certain part of the loan taken for the purchase of housing.

It is important to note that financial assistance in the form of a million rubles must be spent without fail solely on improving housing conditions.

Who can become a member

The government of the Russian Federation initially developed this program exclusively for graduates of higher medical institutions, but today the age category has been expanded.

Thus, in order to participate in the program necessary:

be under the age of 50;
have a diploma and on completion of studies at a university in the specialty of a doctor;
draw up an employment contract to work as a doctor in his specialty in rural areas;
not own any property.

It should be noted that internship in rural areas is not a reason for participation in the program.

Registration procedure

The process of obtaining a status happens in the following order:

Collection of the necessary package of documents.
Appeal to the regional branch of the MHIF to draw up an appropriate application.
Waiting for a response according to the submitted documents. As a rule, it takes no more than a month to make a decision.
If the answer is positive, an agreement on participation in the program is drawn up and in parallel with this, an employment contract is signed at the place of work (upon arrival in the selected region).
Moving to the selected region for further work.
Signing an additional contract directly at the place of future work in the department of the MHIF. Receiving financial assistance on the provided bank details.
