Since 2012, the Novosibirsk Region has been providing lump-sum payments to medical workers in the amount of one million rubles as part of the implementation of the Federal Law of November 29, 2010 No. 326-FZ “On Compulsory Medical Insurance in the Russian Federation”, aimed at attracting and retaining young doctors in state institutions, subordinated to the Ministry of Health of the Novosibirsk Region, located on the territory of rural settlements, workers' settlements and urban-type settlements of the Novosibirsk Region.

During the period from 2012 to 2016, 439 specialists with higher medical education were recruited to work in rural settlements, workers' settlements and urban-type settlements in the Novosibirsk Region.

Decree of the Government of the Novosibirsk Region No. 152-p dated April 18, 2017 “On the implementation in 2017 of one-time compensation payments to medical workers who arrived (moved) in 2016 and 2017 to work in rural settlements, or workers’ settlements, or urban-type settlements in the Novosibirsk Region , and invalidating some resolutions of the Government of the Novosibirsk Region” approved the Regulations on the implementation in 2017 of one-time compensation payments to medical workers who arrived (moved) in 2016 and 2017 to work in rural settlements, or workers’ settlements, or urban-type settlements in the Novosibirsk Region (hereinafter referred to as the Regulation), according to which in 2017 one-time compensation payments in the amount of one million rubles are provided to medical workers under the age of 50 who havehigher education, who arrived in 2016 and 2017 to work in a rural settlement, or a work settlement, or an urban-type settlement, or who moved to work in a rural settlement, or a work settlement, or an urban-type settlement of the Novosibirsk Region from another settlement from concluded an agreement with the Ministry of Health of the Novosibirsk Region on the provision of a lump-sum compensation payment.

Grounds for refusal to conclude an agreement on the provision of a lump-sum compensation payment:

1) provision to a medical worker of the payment provided for by part 12.1 of Article 51 of the Federal Law of November 29, 2010 No. 326-FZ “On Compulsory Medical Insurance in the Russian Federation”, in the period from 2011 to 2016, including on the territory of other constituent entities of the Russian Federation ;

2) non-compliance of medical workers with the requirements established by part 12.1 of article 51 of the Federal Law of November 29, 2010 No. 326-FZ “On Compulsory Medical Insurance in the Russian Federation” and paragraph 2 of the Regulation, in order to provide payment;

3) non-compliance of the documents submitted by the medical worker with the requirements of paragraph 4 of the Regulations;

4) identification of false information specified in the application for a one-time compensation payment (false information refers to the presence of distortions and inaccuracies in the content of the submitted documents).

The refusal to conclude an agreement on the provision of a lump-sum compensation payment does not prevent the medical worker from re-applying to the Ministry of Health of the NSO with an application for the provision of a lump-sum compensation payment after the reasons for the refusal have been eliminated.

To receive a one-time compensation payment in the amount of one million rubles, you must:

1) Select a medical organization subordinate to the Ministry of Health of the Novosibirsk Region for the purpose of employment.

2) Select a vacancy in this organization.

3) Contact the chief physician, the personnel department of the selected medical organization, discuss the conditions of employment and moving to a rural settlement, or a working settlement, or an urban-type settlement.

4) Conclude an employment contract with medical organization.

5) Submit the following documents to the Ministry of Health of the NSO:

Application for payment in the form approved by the Ministry of Health of the NSO;

Original and copy of the identity document of the applicant. The original, after verification with a copy, is returned to the applicant;

A copy of the employment contract with the state medical organization of the Novosibirsk region, duly certified by the employer;

A copy of the work book, duly certified by the employer;

A copy of the employment order duly certified by the employer;

The original and a copy of the certificate (diploma) on the completion of an internship or residency (for medical workers whose specialties the legislation of the Russian Federation provides for postgraduate professional education). 6) The Ministry of Health of the NSO, within twenty working days from the date of receipt of documents for receiving the payment, considers the application and makes a decision on concluding an agreement on the provision of a one-time compensation payment. A notice of the decision is sent to the applicant within five working days from the date of its signing. If a decision is made to conclude an agreement, the notice shall indicate the place of conclusion of the agreement. Program Goals

What are the results of the program over the past years

Who can become a member

The government of the Russian Federation initially developed this program exclusively for graduates of higher medical institutions, but today the age category has been expanded.
