Back in March of this year, it became known that Kazakhstanis are required to register their mobile devices by the end of 2018. Today, the MIC published the rules for the procedure. Let's figure it out together.

In Kazakhstan, the registration of device identification codes (IMEI) began in 2016 as part of the fight against terrorism and extremism. However, later the Ministry of Information and Communications came to the conclusion that this measure does not make it possible to understand who is the owner of the device.

In March, it was decided that by the end of 2018, all devices located on the territory of Kazakhstan must be registered on the user's IIN. But the procedure still raises questions from citizens, so we decided to create a simple instruction for everyone.

What devices are eligible for registration?

Any mobile device that has access to a cellular connection, in other words, devices that need a SIM card. It can be phones, tablets and digital watches.

Registration is also subject to devices temporarily located on the territory of Kazakhstan, but operating in the local cellular network through roaming.

For individuals - up to 4 business hours, for legal entities - up to 8 business hours. There is no need to be at the operator's office at this time - everything happens remotely. But at the time of registration, cellular services are temporarily suspended.

For subscribers from 14 to 18 years old, registration is carried out with the consent of legal representatives, up to 14 years old - by the legal representatives themselves.

When selling a phone, it can be easily re-registered to a new owner. The procedure is the same and takes the same amount of time. The same applies to removing the device from registration.

Binding the IMEI codes of a cellular device to a phone number is not an innovation, this rule was introduced back in 2016, amendments were made to the Law "On Countering and Combating Terrorism and Extremism". According to Vitaly Yaroshenko, Deputy Chairman of the Telecommunications Committee of the Ministry of Education and Science of the Republic of Kazakhstan, about 30 million subscriber devices are registered in the country today, the IMEI codes of which are tied to phone numbers of three telecom operators (Beeline, Activ and Tele 2).

"However, these devices, namely IMEI codes, are not yet tied to the IIN of citizens. The telecom operator, when servicing a subscriber using a SIM card, sees the IMEI code of the device, in other words, into which phone the SIM card is inserted," Yaroshenko explained .

He noted that the registration of the code will simplify the process of finding a mobile phone in case of its theft or loss.

"If a person's phone is stolen, he will write a statement, indicate his IMEI code, but he will not be able to prove that it is his phone, and not another person. After registration, a person will come to write a statement, indicate the IMEI code, IIN, and then it will be possible to calculate from the database who uses it.This will happen due to the fact that a person inserts a SIM card into the phone, then the telecom operator will be able to see who uses it and block the connection, because the IMEI code of the device will already be listed as stolen," he said, emphasizing that given base will be created in cooperation with law enforcement agencies.

Thus, users of communication services will need to register their devices by the end of 2018, and from January 1, 2019, communication services will not be provided to unregistered subscribers.

Binding of IMEI codes to IIN without fail, according to the expert, will begin around June, but the exact date is unknown. But Yaroshenko advises the population of the country to think now whether their numbers are correctly issued, and if not, to re-register the number for themselves, which is very important, because registration will be carried out through an SMS message from the telecom operator. This was done in order to avoid a big stir in the branches of mobile operators.

1. Registration will be easy. The mobile operator will send the subscriber an SMS message with the approximate text: "Dear Full name, Your device such and such, IMEI code such and such, do you want to bind it to the IIN?". If a person presses YES, then the phone and number will be tied to the IIN. In this case, you will not need to go to the department of the mobile operator.

2. If the data in the SMS message does not match, then you need to come to the department of the mobile operator and register the number correctly.

3. Registration is made from the age of 16, that is, from the moment of obtaining an identity card.

4. The number of registered phones is not limited, so parents can register the cell phones of their children under 16 years of age to their IIN.

5. A phone brought from another country can also be registered using a phone number and IIN.

6. To link another phone to the number and IIN, you just need to insert the SIM card into another device and wait for an SMS message.

7. Subscribers not registered by IIN will not be served from January 1, 2019 and cellular communication they will not be able to use it until they link the IMEI code to the IIN.

The procedure does not look difficult, but the question arises - what to do if a cell phone is bought from hand or at a pawnshop, how to register? In this case, the deputy chairman of the telecommunications committee believes, the buyer must take care of re-registering the phone to his IIN.

"It is necessary to re-register the phone if it was bought from hands or at a pawnshop, otherwise the buyer will not be the owner of either the number or the phone, then problems may arise. For example, the person who sold the phone can put it on the wanted list and pick it up the next day back. Of course, the conditional seller is not obliged to go to the telecom operator and remove the registration from the phone before selling, but it’s better to do it. In turn, the person who bought the phone must go and register it for himself. This is more the buyer’s concern," he said. Yaroshenko.

There is another side of the coin. Phones purchased this way may be stolen. What to do in such cases? According to Yaroshenko, if a person has bought a phone that is listed in the stolen database, then telecom operators will not serve him when he inserts a SIM card into the phone.

"Consequently, a conscientious buyer will go to his operator to find out why the network is not working? Then he will find out that the purchased phone was stolen and resold. Then the telecom operators will report this to law enforcement agencies. Then an investigation will be carried out," the speaker explained.

Every mobile phone has its own special code- mobile equipment identifier, abbreviated as IMEI. This code is used to mobile operator could separately identify each mobile phone on the network. The IMEI code is entered into the mobile phone during production and, as a rule, cannot be changed during its operation.

Finding out the IMEI code of your device is easy. The easiest way is to look at the IMEI code on the phone box. As for such an operator as Beeline, there is a serious confusion with the ownership of numbers. So, a number with the federal code +7-961 can be found anywhere in Russia:

  • +7-961-565 is the Kirov region;
  • +7-961-234 is the Altai Territory;
  • +7-961-335 is the Republic of Mari El;
  • +7-961-881 is the Omsk region.

The same applies to the Tele2 operator, whose numbers with the same prefixes are found throughout the Russian territory.
