V All-Russian practical conference-seminar
"State and municipal procurement - 2010"

October 26-27, 2010 in Russian Academy public service under the President Russian Federation(Moscow, Prospekt Vernadskogo, 84) the anniversary V All-Russian practical conference-seminar "State and municipal procurement - 2010" was successfully held. For the fifth year in a row, specialists in the field of placement of state and municipal orders had the opportunity to exchange experience in the field of state and municipal orders and discuss last changes legislation on placing orders in the Russian Federation.
The organizer of the scientific and practical event was traditionally the Institute of Public Procurement of the RAGS.
The conference is held in order to establish a uniform practice of applying the norms of the Federal Law of July 21, 2005 No. 94-FZ “On placing orders for the supply of goods, performance of work, provision of services for state and municipal needs”, exchange practical experience and existing developments, discussions by procurement specialists of changes in the legislation on placing orders and the formation of proposals for its further improvement.
This year, the conference was attended by 152 representatives of federal and regional authorities, local authorities, budgetary organizations, suppliers and specialized organizations.
Among the conference participants were representatives of the Supreme Court of the Russian Federation, the World Bank, the Central Bank of the Russian Federation, the Federal Medical and Biological Agency, the Administrations of the Volgograd and Kemerovo regions, the Perm Territory, the Ministry of Internal Affairs of the Chechen Republic, the Ministry of Health Sakhalin region, the Ministry of Competition Policy and Goods of the Kaluga Region, the Ministry of Labor and social development of the Rostov Region, the Ministries of Economy of the Udmurt Republic, the Ulyanovsk Region, the Altai Territory Administration Committee on Finance, Tax and Credit Policy, the State Order Committees of the Vologda Region, the Nenets Autonomous Okrug, the administrations of the cities of Vladivostok, Tula, Salekhard and many other institutions and organizations.
In the course of the conference, teleconferences were organized with live broadcast of speakers' speeches in the cities of Arkhangelsk, Vladivostok, Irkutsk, Kazan, Krasnodar (two reception points), Novosibirsk, St. Petersburg, Tyumen, Chelyabinsk. At the same time, two-way communication was carried out: the conference participants in the regions had the opportunity not only to listen to the speeches of the speakers, but also to ask them questions via the Internet. The total number of teleconference participants was more than 1,500 people.
The conference program included 43 reports on various topics related to the placement of orders for state and municipal needs. The main issues presented at the conference were the prospects for the development of legislation on placing orders, the formation of a federal contract system in the Russian Federation, the formation of initial (maximum) prices by state and municipal customers, inspections by control bodies of the activities of customers, authorized bodies for compliance with the legislation on placing orders .
The report on the results of the work of the Federal Antimonopoly Service at the conference was made by the Secretary of State - Deputy Head of the Federal Antimonopoly Service Andrey Yuryevich Tsarikovskiy. During his speech, he noted that at present the FAS Russia together with the Ministry of Economic Development of Russia are preparing a number of regulatory legal acts that should ensure the solution of such actual problems in the field of public procurement as:
- simplification of the procedure and reduction of the terms of judicial procedures when considering cases related to the placement of state and municipal orders, including on issues of contract termination;
- establishing the procedure for the formation of initial (maximum) contract prices in relation to the average market prices for purchased products in the region, as well as establishing the obligation of customers in the documentation on placing an order to justify the initial (maximum) contract price;
- definition of equivalence parameters medical equipment and consumables different manufacturers intended for the same therapeutic and diagnostic purposes, as well as establishing a closed list of requirements for the characteristics of medicines and medical equipment that customers have the right to include in the tender documentation.
In addition, the FAS Russia today does not exclude the possibility of initiating a bill establishing criminal liability for violations of the legislation on placing orders, as well as introducing the disqualification of officials as a measure of administrative responsibility in the field of public procurement.
We can proudly note that in the course of his speech, Andrey Yuryevich Tsarikovskiy solemnly presented certificates of honor and gratitude from the Federal Antimonopoly Service to the management and employees of the Institute of Public Procurement of the RAGS. For fruitful cooperation and a great personal contribution to the development of the personnel potential of state civil servants in the system of placing state orders, Andrey Alexandrovich Khramkin, Director of the Institute of Public Procurement of the RAGS, was awarded a Certificate of Honor from the Federal Antimonopoly Service. FAS Russia diplomas and acknowledgments were also awarded to the institute employees: O.M. Vorobiev, P.N. Kornilov, L.N. Mikhailova, T.A. Shustrova.
Mikhail Yakovlevich Evraev, Head of the State Order Placement Control Department of the Federal Antimonopoly Service, took part in the conference. His report was devoted to the prospects for the development of legislation on placing an order, besides M.Ya. Evraev responded to numerous practical matters audiences on the application of legislation on state and municipal orders.
The report of the Deputy Head of the Federal Treasury, Doctor of Economics, Professor of the RAGS, Honored Economist of the Russian Federation Stanislav Evgenievich Prokofiev and Deputy Head of the Department of the Federal Treasury Mikhail Alexandrovich Gorbuntsov was devoted to the prospects for the creation and development of the All-Russian official website for placing information on placing orders.
In his report, S.E. Prokofiev highlighted the integration of the official website of the Russian Federation with the official websites of the constituent entities of the Russian Federation and municipalities, as well as issues of extradition Federal Treasury representatives of state and municipal customers of electronic key certificates digital signatures a new unified sample for registration on the All-Russian official website and posting on it information about the procedures carried out by customers.
At the end of the speech, S.E. Prokofiev noted that the All-Russian official website created by the Ministry of Economic Development of Russia and the Federal Treasury should become an important tool that contributes to the efficiency of spending budget funds, a significant reduction in the degree of corruption in the country and the improvement of the public procurement system in the Russian Federation.

At the conference, reports were presented by experts from the Institute of Public Procurement of the RAGS, in whose speeches such applied topics were considered as:

- Practical problems in conducting open auctions in electronic form under chapter 3.1. Law on placing orders and ways to solve them (Alexander Nikolayevich Evstashenkov, Leading Legal Counsel);
- Problems of applying the criterion "quality of work and (or) qualification of the participant" (on the example of the purchase of R&D and design work) (Anna Valentinovna Ermakova, Deputy Head of the Expert and Consulting Center);
- The procedure for calculating the volume of orders to be placed with small businesses (Yulia Aleksandrovna Shavylina, Leading Legal Counsel);
- Topical issues of energy saving when placing state and municipal orders (Valentina Viktorovna Kosheleva, Leading Legal Counsel).
Also at the conference, presentations were made by: the head of the service for legal and property issues of the State Tretyakov Gallery Olga Konstantinovna Lisovenko with the topic “Peculiarities of placing orders for the needs of cultural institutions”, the general director of the Center for Effective Procurement of Tendery.ru LLC Kirill Vladimirovich Kuznetsov, whose speech was devoted to the problems of manipulation of the results of tenders, Alexander Andreyevich Stroganov, General Director of Center for State Order Placement LLC, who highlighted the judicial practice in the field of placing state and municipal orders, Gleb Vitalyevich Kolomyts, General Director of Consulting and Procurement CJSC, with the topic “Peculiarities of holding competitions for the selection audit organizations for statutory audit”, Sales Director electronic platform CJSC "Sberbank-AST" Yulia Igorevna Obaliaeva with the theme "Electronic bidding for purchases and sales."
During each report, time was allotted for answering questions, which, for most of the speeches, resulted in an active discussion of the conference participants.
The reports of all participants are included in the collection "State and municipal procurement - 2010. Collection of reports of the V All-Russian practical conference of the seminar." This edition, which was published by the date of the conference, is the result of the latest scientific, methodological and practical developments in the field of placing orders and is intended primarily as an applied manual for practitioners on government orders.
As a result of the conference, experts from the Institute of Public Procurement of the RAGS will prepare proposals for improving the legislation on placing orders. The proposals will be officially sent to the Ministry of Economic Development of Russia, the Federal Antimonopoly Service of Russia and the State Duma of the Federal Assembly of the Russian Federation.
In conclusion, it should be noted that the next VI All-Russian practical conference-seminar "State and municipal procurement - 2011" will be held in a year, on October 25-26, 2011. We invite all interested specialists to take part in it as speakers or listeners.

Kochenov Readings "Psychology and Law in Modern Russia"

On October 18-20, 2012, the next All-Russian Conference on Legal Psychology with international participation was held at the Moscow City Psychological and Pedagogical University. The Kochenov Readings “Psychology and Law in Modern Russia”, dedicated to the memory of M.M. Kochenov - an outstanding scientist, psychologist, expert, who made a great contribution to the development of legal psychology in Russia. During the conference, topical problems of legal psychology in Russia and abroad were considered in order to unite specialists working in various fields of legal psychology and generalize the experience of their theoretical and practical developments.

The conference was organized by the Faculty of Legal Psychology of the Moscow City Psychological and Pedagogical University in cooperation with the State Scientific Center for Social and Forensic Psychiatry named after I.I. V.P. Serbian. The organizing committee of the conference included outstanding scientists - theoreticians and practitioners, candidates and doctors of psychological, legal, medical sciences, employees of leading universities and research centers of the country, such as Moscow State University. Pavel Alekseevich Astakhov, Commissioner for Children’s Rights under the President of the Russian Federation, sent a welcome letter to the participants of the conference, in which he stressed the need to consider at the conference the results of special studies on issues of family and sexual violence, the development of the legal awareness of children and adolescents, the psychological aspects of the concept of “the interests of the child , psychological problems of adolescents with deviant behavior. In his opinion, it is necessary to urgently solve the problem of the shortage of child psychiatrists, clinical psychologists, including forensic ones. He also focused on the fact that without the participation of child psychologists it is impossible practical implementation Federal Law No. 436-FZ "On the Protection of Children from Information Harmful to Their Health and Development", which entered into force on September 1 this year. He drew attention to another urgent problem that requires qualified intervention of specialists - the problem of the psychological safety of the children's play environment. And in conclusion, he wished further success and achievements in scientific and professional activities, which are so necessary for the harmonious development and full life of the younger generation.

The work of the 3rd All-Russian Conference on Legal Psychology was carried out in the following areas: the psychology of deviant and criminal behavior; clinical psychology in a legal context; juvenile legal psychology; penitentiary psychology and practice of execution of criminal penalties; personality-oriented psychotechnologies in law enforcement; problems of training specialists in legal psychology; extreme psychology; mediation and mediation approach in the education system and in the social sphere. Within the framework of the conference, the final event of the project "Childhood under protection: German-Russian exchange of experience in the field of juvenile technologies" was held - a round table in the form of a Moscow-Dusseldorf teleconference and a press conference on the results of the project.

The conference program was notable for its breadth and content diversity, as well as the high relevance of the reports presented. The work of the sections was rich and dynamic, there was a genuine interest in the developments of the participants. More than 10 reports were presented at the section "Clinical Psychology in a Legal Context", each of which caused a heated discussion, the only disappointment was the fact that the section's working time was limited and not all participants were able to discuss issues of concern to them. Among the reports presented, I would especially like to note the speeches of Dr. Safuanova F.S. on the ethical problems of using psychological knowledge in legal proceedings in non-procedural forms, Ph.D. Leontieva D.A. on the problem of establishing the motive of action in forensic psychological examination, Ph.D. Ratinova N.A. O common mistakes in the production of forensic psychological examinations of extremist materials. A lively discussion was caused by the reports of Rusakovskaya OA, Ph.D. Petrova L.G., Ph.D. Zharkova G.V.

The section also featured interesting reports by Lithuanian colleagues - Dr. Valickas Gintautas and doctoral student of Vilnius University Voropai K., devoted to psychological studies of various aspects of the behavior of participants in legal proceedings.

The work of the section "Extreme Psychology" was held in an informal manner, the reports of the participants, as it were, were built into a permanent discussion caused by the speech of Ph.D. Miller L.V. about the problem of suicidal behavior of adolescents and youth for educational institutions, introducing more and more questions and opening up new aspects of the problem of suicide at a young age.

Within the framework of the section "Juvenile Legal Psychology", topical issues related to the protection of the rights and interests of children and the psychological problems of adolescents with deviant behavior were discussed. The discussion was attended by researchers and teachers of the Moscow City Psychological and Pedagogical University, Nizhnevartovsk State Humanitarian University, Irkutsk state university, Southern Regional Center for Forensic Expertise of the Ministry of Justice of the Russian Federation, branch of the State budget institution"City Center" Children of the Streets "in the South-Eastern Administrative District of Moscow, the State Scientific Center for Social and Forensic Psychiatry. V.P. Serbian. The speeches were accompanied by a demonstration of presentations that reflected the main essence of the report and contributed to a better understanding of the problem raised. At the Section "Person-Oriented Psychotechnologies in Law Enforcement", researchers and teachers of the Moscow City Psychological and Pedagogical University, Moscow University of the Ministry of Internal Affairs of Russia, the Federal Customs Service, St. Petersburg Law Institute of the Academy of the Prosecutor General's Office of the Russian Federation presented presentations and video materials of their scientific developments. A lively discussion was caused by the speeches of Bazylevich T.F., Sokolova O.A., Burtseva E.V. Outside the program, Uryvaev V.A. was asked to speak. and Balykov P.N.

The topics of the section "Psychology of deviant and criminal behavior" covered various aspects of the psychology of criminal and deviant behavior. In their speeches, the conference participants touched upon such topics as the psychological mechanisms of offenses and the psychology of offenders, the psychology of the victim, deviant behavior, delinquent, addictive behavior. The section was attended by researchers, teachers and students of the Nizhnevartovsk State University for the Humanities, the Southern Federal University, the Penza State Pedagogical University. V.G. The section "Penitentiary psychology and the practice of executing criminal penalties" examined the history of the formation of domestic penitentiary psychology and the experience of resocialization of juvenile offenders. The speakers considered the patterns and mechanisms of manifestations of the psyche in individual convicts, socio-psychological phenomena in their environment, as well as the effectiveness of the means of influence used by correctional officers in the process of execution various kinds punishment. The discussion was attended by researchers, teachers and students of the Moscow City Psychological and Pedagogical University, Moscow State University for the Humanities. The section "Problems of training specialists in legal psychology" considered issues of training in the field of legal psychology, multi-level training programs in the face of changing educational standards, a new state standard for training specialists, organizing practice in training legal psychologists. Of particular interest were the speeches of Egorov I.A., Chernushevich V.A.

This year's conference was greatly enhanced by three Round Tables.

On the first day of the conference, a round table "Actual problems and ways to improve the prevention of deviant behavior among students of state educational institutions subordinate to the Department of Education of the City of Moscow" was held, which brought together a significant number of participants and was very lively and efficient.

On the second day of the conference, a round table "Mediation and the mediation approach in the education system and in the social sphere" was held, which discussed the role and possibilities of mediation in resolving and preventing conflicts in the social sphere and education, the advantages and prospects for the development of mediation and the mediation approach in these directions.

We should also mention the final event of the project "Childhood under protection: German-Russian exchange of experience in the field of juvenile technologies", which included a round table in the form of a teleconference Moscow-Dusseldorf and a press conference following the results of the project "Childhood under protection: German-Russian exchange of experience in the field of juvenile technologies.

"REGIONAL AVIATION OF RUSSIA AND CIS-2011"

The 1st International Conference "Regional Aviation of Russia and the CIS-2011", which was held on September 8-9, 2011 in the Federation Council, completed its work in Moscow. The first day of the conference, initiated by Deputy Chairman of the Federation Council Vyacheslav Shtyrov, was dedicated to the 7th Baikal International Economic Forum, the Federation Council Commission on Natural Monopolies, the Federation Council Commission on Industrial Policy and the Center for Strategic Research in Civil Aviation held a round table on the topic “Development of Civil Aviation in Siberia and the Far East. On September 9, practical seminars were held on the development of aviation in the regions.

The conference was held with the official support and participation of the upper and lower houses of the Federal Assembly of the Russian Federation, federal and regional authorities. The organizer and operator of the conference was the Center for Strategic Research in Civil Aviation (CSR GA).

The conference began with a minute of silence in connection with the catastrophe near Yaroslavl, in which coaches, hockey players and doctors of the Lokomotiv hockey club, representatives of 7 states, died. The conference participants expressed their condolences to the families and friends of those killed in the plane crash.

During the conference, dozens of topics related to the strategic issues of the industry development were discussed, including: innovative federal and interregional projects in terms of the development of regional and local air transportation; legislative support for the development of air transportation in the regions; projects for the formation of united regional airlines; development of regional and local airlines; aviation equipment for regional and local transportation; prospects for the creation of modern aircraft for regional and local aviation in Russia; production and assembly in Russia of regional aviation equipment of foreign production; development of ground air transport infrastructure in the regions; experience in managing airports in the form of federal state-owned enterprises; strategic planning of aviation development at the regional level; increasing the efficiency and competitiveness of the domestic market for regional air transportation. The leaders of the main aircraft manufacturing companies from Russia and abroad presented their new developments of aircraft and helicopters for regional and local air transportation, aviation operations.

At the meeting of the "round table" on the topic "Development of civil aviation in Siberia and the Far East" topical issues of legal regulation of the development of regional aviation were considered. The problems of state participation in the development of air transportation, the state of aviation equipment for regional and local transportation, and the ground infrastructure of air transport were discussed. The meeting was attended by members of the Federation Council, representatives of federal and regional executive and legislative authorities, heads of enterprises and aviation business organizations.

At the opening of the conference, Valentin Mezhevich, First Deputy Chairman of the Federation Council Commission on Natural Monopolies, noted that aviation is the main mode of transport for the regions of Siberia and the Far East. “We need to discuss the measures taken by the state to develop civil aviation, to ensure the safety of air transportation, to increase the fleet of aircraft and other problems,” Valentin Mezhevich explained. According to him, an important issue is the state and development of Russian airports and airfields. "I am sure that without taking special measures, regional airports will not be able to survive in the current situation," the senator stressed.

Speaking at the event, Deputy Chairman of the State Duma Transport Committee Sergei Gavrilov admitted that the situation in the system of regional air transportation is "extremely complex and dramatic, given the complex of problems associated with the low solvency of airlines, the state of the air fleet and airfields." “Little is being done to reduce administrative barriers for the development of air transport,” Sergey Gavrilov noted. - All this requires a systematic solution. It is important that legislators in this area will be able to offer. And here a special role belongs to the Federation Council, as a chamber of regions, in systematizing all the proposals received.”

Director General of the Center for Strategic Research in Civil Aviation Anton Koren singled out the lack of a unified state program in this area as one of the key problems in the regional aviation system. Anton Koren also noted the unattractiveness of most regional airlines for business and investors, and at the same time insufficient level subsidizing regional and local air transportation from the budgets of the constituent entities of the Russian Federation, the need to allocate funds from the federal budget of the Russian Federation to finance and co-finance subsidies in these areas. Various models for implementing these solutions were discussed. In the report of Anton Koren, systemic mechanisms for the restoration of air transportation at the interregional level were proposed.

The conference was also attended by interested federal and regional ministries and departments, employees of the Office of the Presidential Plenipotentiary Representatives in the Federal Districts, heads of the largest air carriers in Russia, the main manufacturers of regional aviation equipment in Russia, the CIS and far abroad. The conference participants discussed the problems of regional aviation on the example of various regions of Russia and specific airlines. The prospects for the development of interregional low-cost air transportation were considered, the needs of the regional transportation market in modern aircraft, and the issues of functioning of the ground air transport infrastructure in the regions were discussed.

Speakers noted the need to address systemic problems regional air transportation, increasing the level of funding for developments, introducing and certifying new aviation equipment, improving the system for training flight and ground personnel of civil aviation, and increasing the efficiency of the flight safety system. The second day of the conference began with an overview of European and international practices for organizing regional air transportation, a report on this issue presented by the European Association of Regional Air Carriers. Leading Russian and European experts of the CSR GA presented systemic solutions for planning and developing aviation at the interregional and regional levels. Practical seminars were held, including on the topics of planning the development of air transport systems in the regions, attracting investments in infrastructure aviation projects, increasing the efficiency of aviation enterprises through the introduction of modern management tools.

During the conference, the participants voiced specific proposals for changing legislation and regulations. As a result of the conference, the recommendations of the participants of the event in terms of improving the regulatory framework and mechanisms for the development of the industry will be sent to the Government of the Russian Federation, interested federal ministries and departments, will be used by the Federation Council and the State Duma of the Federal Assembly of the Russian Federation in the work on draft laws.

More than 150 representatives of federal and regional authorities, heads of airlines and airports, aircraft manufacturers and financial institutions, other industry organizations, and the media took part in the conference.

The purpose of the conference: preservation and maintenance of cultural and moral values, respect for the heroic past, the historical deeds of veterans of the Great Patriotic War, our fellow countrymen, home front workers, children of war.
The conference was opened by listening to the anthem of the Russian Federation. Further, the history teacher Alim Khasyanovich Meshcherov opened the first part of the conference, in which he noted that the outstanding commanders, philosophers, writers and poets of our Fatherland devoted their thoughts and thoughts to the theme of courage and heroism, examples were given. Using the wall map "The Great Patriotic War", Alim Khasyanovich gave a brief historical background on the important sources of the Victory of the Russian people in the Second World War. This is Russian patriotism, the unity of all the peoples of the country, the spiritual unity and moral stamina of the Soviet people.
From the video materials prepared by the history teacher, the students learned about the beginning of the war, about the feat of M.P. Devyatayev. A in the presentation, which was dedicated to the natives of the villages of Akcheevo, Kabanovo, Churino, the guys recognized their grandfathers, great-grandfathers. Grade 9 students made a presentation dedicated to our fellow countryman, full cavalier of the orders of Glory - Meshcherov Zarif Ibragimovich.

The teacher of the Russian language and literature Shekhmametyeva Rumiya Kamilievna, during March-April, held a competition of creative works among students in grades 6-11, dedicated to the 70th anniversary of the Great Victory. At the conference students: Galdin Denis (grade 6), Kutueva Diana (grade 6), Utesheva Dinara (grade 9), Tangalycheva Galya (grade 11) presented their work. These were poems of his own composition, and essays on the theme of the Great Patriotic War, and stories about his great-grandfathers-veterans.

Students of grades 5-8, together with the senior counselor, took an active part in the work of the conference, preparing messages about the pioneers - heroes (who performed heroic deeds, received orders and medals, four pioneers were awarded the title of Hero of the Soviet Union.), Read poetry. Their performances were accompanied by the presentation "Little Heroes of the Great War". It was also noted that children of the war years completely replaced adults in the rear. They fought on an equal footing with adults both in the army and in partisan detachments. Childhood taken away by the war, suffering, hunger early made the children adults, instilling in them strength of mind, courage, ability to sacrifice. Students honored the memory of the fallen during the Second World War with a moment of silence. A video about the pioneer heroes “Dedicated to Young Heroes…” was shown to the attention of those present.

Summing up the results of the conference, the senior counselor drew the attention of the children to the fact that a sign of culture and education of a person is knowledge of the history of his Fatherland, its heroes, the desire to follow historical and military traditions, respect for state and social values. The conference ended with listening to the anthem of the Republic of Mordovia.

MATHEDU: a dialogue between mathematicians and educators

An open and constructive dialogue to discuss topical issues, achievements and research results in the field of mathematics education in secondary and higher schools took place at the VI International scientific and practical conference"Mathematical education at school and university: theory and practice" ( MATHEDU - 2016), held November 25-26, 2016 at the Institute of Mathematics and Mechanics named after N.I. Lobachevsky Kazan Federal University. The conference was organized by the International Scientific and Educational Mathematical Center, the Institute of Mathematics and Mechanics named after N.I. Lobachevsky Kazan Federal University.

The geography of participants is extensive - from Vladivostok to Simferopol. The conference was attended by more than 100 teachers and scientists from higher educational institutions, schools, the Republic of Tajikistan, Russian cities - Moscow, Kazan, Kirov, Omsk, Orenburg, Yelets, Simferopol, Vladivostok, Novosibirsk, Vladikavkaz, Saratov, Yaroslavl, Yekaterinburg, Rostov -on-Don, Nizhny Novgorod, Krasnoyarsk, Arzamas, Vologda, as well as cities and regions of the Republic of Tatarstan.

The methodology of teaching mathematics is affected by both the change in the scientific picture of the world and the transition of society to a new network era. Vladimir Afanasyevich covered this topic in detail and answered the questions of the conference participants.

The next speaker of the plenary session was the Doctor of Physical and Mathematical Sciences, Professor, Academician of the Academy of Social Sciences of the Russian Federation Komili Abdulkhay Sharifzoda, (KTSU named after Nosir Khusrav, Kurgan-Tyube, Tajikistan). In his report “On the issue of the problems of the history of science of the physical and mathematical cycle and their development in the context of the Muslim Middle Ages”, he presented the results of a study on the history of physical and mathematical science in the medieval Muslim East. According to him, the development of science is integral part the general process of the intellectual development of the human mind and the formation of human civilization. Having singled out the periodization of science, from ancient times to the present day, he examined the features of each period, dwelling in detail on the period of the Muslim Middle Ages. In his report, Abdulkhay Sharifzoda emphasized that scientists of that period paid great attention to the issues of education and teaching methods.

The speech of Doctor of Pedagogical Sciences, Professor Liliana Rafikovna Shakirova aroused great interest. In her report “Historicization of Mathematical Education at School and University,” she revealed the possibilities of including historical and mathematical knowledge in the educational process at school and university, examined the experience of educational activities, and noted its role in the patriotic and moral education of the younger generation. The history of mathematics enables students to trace how the development of society affects the development of mathematics and to find out the dependence of the development of the social system on the level of development of mathematics. With the correct presentation of historical material by the teacher, it gradually turns from an optional, which is only an intellectual background of learning, into knowledge that determines the understanding of the mechanism of development of the entire civilization. This process, as noted by Liliana Rafikovna, is called historicization of school mathematics education, which is understood as the penetration of the principle of historicism into it, which involves the introduction of a system of historical-methodological and historical-mathematical knowledge that creates conditions for the development of students and has an emotional impact on the personality of the student.

In her report, she emphasized that special attention should be paid to the preparation of a future mathematics teacher for the use of historical and mathematical knowledge in teaching schoolchildren. In her speech, Liliana Rafikovna spoke in detail about her work with students of the Institute of Mathematics and Mechanics. N.I. Lobachevsky KFU. IMM organizes the annual All-Russian Youth School-Conference “Lobachevsky Readings”, one of the sections of which is devoted to research in the history of mathematics. On this day, the All-Russian Mathematical Olympiad for Students is organized annually, a student conference is held, where the winners of the competition for the best student work “Lobachevsky and the XXI century” present their results of search and research work. A collection of materials of the student conference, booklets “N.I. Lobachevsky and the Kazan School of Mathematics” or “N.I. Lobachevsky and Kazan University”, which are awarded to active participants of the conference.
