What is a certificate? A certificate is a document indicating that a person has received basic general education (issued after completing nine years of study and passing final exams) or secondary general education (issued after completing eleven years of study and passing final exams).

The certificate contains the full name of the student, information about the educational institution that issued the document, information about the grades received by the student in the main subjects of the school curriculum, which are determined at the legislative level, and additional subjects, such as the MHC, philosophy, and others. Influence on the final grades of the GIA and the Unified State Examination. GIA (State Final Attestation, conducted as an exam for Grade 9) affects the final grades only if the assessed person did not score the required number of points, that is, he did not pass the exam. With the Unified State Examination (Unified State Exam, taken at the end of eleven years of study) in compulsory subjects, the situation is the same as with the GIA. The Russian language and mathematics are compulsory, the rest of the subjects are optional. If the minimum number of points is scored in one of the mandatory exams, then the exam can be retaken on reserve days. If an insufficient number of points has been scored in both subjects, it will be possible to retake the exam only after a year.

Points in optional subjects do not affect the final grade in the certificate, it will look as if the student did not pass the exam. In this case, it will be possible to retake the exam only after a year.

Disputes about the advisability of passing the exam and the GIA do not subside even today. On the one hand, the idea is good, as conceived by the developers of the idea of introducing the GIA and the Unified State Examination, these exams are designed to more accurately determine the level of knowledge of the student than according to the school five-point system. In addition, the factor of overestimation of estimates for personal reasons by the inspection commission is excluded. However, in cases where the certified person does not know the answer to the test question, the probability of guessing the correct answer remains. Another disadvantage of conducting such exams is that education is not aimed at obtaining knowledge, but specifically at passing the exam, test tasks do not allow the student to fully reveal their potential.

Why is a certificate needed? A certificate of basic general education is needed to continue education at school (grades 10-11) or in any secondary specialized educational institution. To study at a higher educational institution, either a certificate of complete secondary education or a diploma of a secondary specialized educational institution is required.

Recently, it has often been said that the certificate no longer matters, and educational institutions accept applicants based on the results of the Unified State Examination and the GIA, but this is not so. The certificate is a confirmation that you have received the necessary level of knowledge and are ready for further education, and without it, no educational institution will simply accept your documents. In addition, of the two applicants entering an educational institution and having the same scores in the USE or GIA, preference will be given to the one in whose certificate the grades are higher.

There are restrictions for some types of title characters. Transfers WMR, WMU, for members using WM Keeper Standard, are possible only to the owners of personal and higher certificates.

Formal passport
It is issued free of charge to the system participant after providing his/her passport data and uploading a passport scan for verification.
To obtain a formal certificate, a citizen Russian Federation must provide an “internal (internal Russian)” passport of a citizen of the Russian Federation. Obtaining a formal certificate on a foreign passport is not possible.

The Cashing Machine Passport is issued to legal entities (companies) only if it is necessary to automate the processes of receiving WM and settlements using WM using XML interfaces. At the same time, specific ways to build an input / output mechanism that meets the above requirements may be different, depending on the jurisdiction, the regional banking system, the legal and financial status of the guarantors of the system.

The organizational and technological integrity of the system, its uninterrupted operation and accounting of all operations carried out in the system are carried out by the operator. The certificate of basic general education (hereinafter referred to as the certificate) is a counterfeit-proof printing product of security level "B" and is produced according to a single sample in the prescribed manner.

The certificate is a title pasted on the cover, format 220x160 mm in expanded form with a fold in the middle. The cover of the certificate is made of dark-coffee colored leatherette. The inscriptions and the image of the State Emblem of the Russian Federation on the cover are made with foil stamping of blue color.

Description of the form of the certificate of secondary (complete) general education

The certificate is a title pasted on the cover, format 220x160 mm in expanded form with a fold in the middle. The cover of the certificate is made of dark blue leatherette. The inscriptions and the image of the State Emblem of the Russian Federation on the cover are embossed with silver foil.

Certificates have a numbering consisting of 11 characters:

- third - fourth characters - a series, indicated by two capital letters, starting with "AA"; upon completion of the AA series numbers, the letter series changes to AB, etc. in alphabetical order every 10,000,000 forms;

When filling out forms of documents of state standard on basic general and secondary (complete) general education (hereinafter referred to as certificate forms and application form), it is recommended to be guided by the following requirements:

1. Forms of certificates and the application form are filled out on a printer, typewriter or by hand in black ink, black paste or ink, in Russian.

2. Surname, name, patronymic of the graduate educational institution that implements general education programs of basic general and secondary (complete) general education (hereinafter referred to as the educational institution), are entered in the certificate form in accordance with the passport data or birth certificate in the dative case.

3. In the forms of certificates, after recording the last name, first name, patronymic, the year of graduation from the educational institution and the full official name of the educational institution that issues the certificate (in the instrumental case) are indicated.

4. The name of the educational institution must correspond to the name of the educational institution indicated in the charter and seal of this educational institution.

5. If the official name of the institution contains complete information about the location of the institution (village (village), district, region or village (village), district, republic, etc.), then the name of the settlement is not written in order to avoid duplication.

If the official name of the institution does not contain complete information about the location of the institution, then the missing information is added (the name of the specific settlement on the territory of which the educational institution is located, the municipality (district), the subject of the Russian Federation).

6. When writing the name of a settlement, the following abbreviations are allowed: city - city; village - village; region - region; platform (railway) - square; settlement - settlement; urban-type settlement - urban-type settlement; working settlement - working settlement; district - district; village - s.; village - st-ca; station - st.; farm - farm.

7. In the form of a certificate of basic general education, the following are put up:
- final grades for all subjects of the invariant part of the basic curriculum, which must be mastered by the graduate in the classes of the second stage of general education;
- final grades in academic subjects of the variable part of the basic curriculum, which were studied by the graduate in the classes of the second stage of general education, and according to the curriculum of the educational institution, at least 32 hours per academic year were allotted for their study.

If there are not enough free lines to record the subjects that were studied at this stage of general education, free fields can be used on both sides of the certificate form (on the left side - at the bottom of the page, on the right side - from above after the words "RUSSIAN FEDERATION".

8. In the appendix to the form of the certificate of secondary (complete) general education, the following are issued:
- final grades in all academic subjects of the invariant part of the basic curriculum, which must be mastered by the graduate in the classes of the third stage of general education;
- final grades in the subjects of the variable part of the basic curriculum, which were studied by the graduate in the classes of the third stage of general education, and according to the curriculum of the educational institution, at least 32 hours per academic year were allotted for their study.

9. In the certificate forms and the application form, the names of the subjects are written in accordance with the list and the name of the subjects indicated in the curriculum of the educational institution, drawn up on the basis of the basic curriculum approved by order of the Ministry of Education of Russia dated February 09, 1998 N 322, or federal the basic curriculum approved by the order of the Ministry of Education of Russia dated March 09, 2004 N 1312.

10. Names of academic subjects for which the graduate was released for health reasons ( physical education, technology and informatics), are not entered in the certificate form.

11. The name of each academic subject is written on a separate line with a capital (big) letter. Items are not numbered.

12. The names of the subjects are written in the nominative case with the following acceptable abbreviations and abbreviations:
Informatics and ICT - Informatics;
Musical Art - Music;
World art culture - MHK;
Fine Arts - Fine Arts;
Fundamentals of life safety - OBZH;
Labor training - Labour.

13. Marks for academic subjects are put down in Arabic numerals and in brackets - the words: 5 (excellent), 4 (good), 3 (satisfactory). It is possible to abbreviate the word "satisfactory" in accordance with the rules of Russian spelling (satisfactory). Entries “passed”, “not studied”, etc. are not allowed.

14. The application form for the certificate of secondary (complete) general education shall include: code, series and number of the certificate; surname, name and patronymic of the graduate in the nominative case; date of birth (day, month, year), where the number is written in Arabic numerals, the month - in words in the genitive case, the year of birth - in four-digit Arabic numerals, after the word "year" a period is not put.

15. In the certificate forms and the application form, the date of issue of the document is indicated indicating: the number in the form of a two-digit figure (for example: 01, 12, etc.), the month in words in words in the genitive case (for example: June, July) and the year (in as a four-digit number).

16. In the forms of certificates and the application form, in all empty lines “name of objects” and “mark” “Z” is put.

17. The form of education in the forms of certificates is not indicated.

18. The signature of the head of the educational institution in the forms of certificates and applications is affixed in black ink, black paste or ink, followed by its decoding (initials of the name and patronymic, surname). In case of temporary absence of the head, the signature on the forms of documents is affixed by the person performing his duties, on the basis of the relevant order. At the same time, before the word “head”, the abbreviation “acting” or vertical bar are not allowed.

19. The completed forms of certificates and the application form are sealed with the official seal of the educational institution with the image of the State Emblem of the Russian Federation, which must comply with GOST R51511-2001 “Seals with reproduction of the State Emblem of the Russian Federation. Shape, dimensions and technical requirements”. The imprint of the seal must be clear, legible and easy to read.

20. After filling out the form of the document, it must be carefully checked for the accuracy and accuracy of the entries made in it.

In the approved samples of the school certificate from 2014, the color of the cover and the size of the document will change. Cover

The cover of the certificate has a spread size of 233 mm x 163 mm, it is made of cardboard and binding material - fabric vinyl N 67 (or its analogue) of purple color.

(Note: the cover of the certificate of basic general education with honors is made of cardboard and binding material - fabric vinyl N 9 (or its equivalent) of red color).

On the front side of the cover, a one-color image of the State Emblem of the Russian Federation without a shield image and the inscription "ATTESTAT" in capital letters, in Lazurski Bold 31p, and below - "ABOUT BASIC GENERAL EDUCATION" in capital letters, in Lazurski Bold 13p, are hot-stamped with red foil.

(Note: on the front side of the hard cover of the certificate with honors, the inscription is applied with gold-colored foil).

The application form for the certificate of basic general education / certificate of basic general education with honors (hereinafter referred to as the application form) is made in the format of 290 mm x 205 mm. The color background of the front and back sides is lilac-turquoise, made with the use of horizontal iris peals, turning from lilac to turquoise and back to lilac.

Application front:
- in the upper and lower parts of the application form there is a frame in the form of horizontal stripes of dark purple, light purple and pink colors and an original composition containing negative-positive guilloche elements with a line thickness of 40-90 microns and printed with special inks with absorption in IR - spectrum range;
- in the upper right part of the application form in the center is the inscription "RUSSIAN FEDERATION", made with paint with absorption in the IR range of the spectrum, in capital letters, in Lazurski font 9p;
- in the center of the application form - a one-color image of the State Emblem of the Russian Federation without a shield image, printed with bronze paint that has a yellow glow in UV radiation;

Additional other elements of watermarks on paper are not allowed.

The paper must not have a glow (visible luminescence) under the action of UV radiation, must contain a security thread and at least two types of security fibers:
- invisible fiber with a yellow-green glow in UV radiation;
- visible fiber of red color with a raspberry glow in UV radiation.

The certificate of secondary general education / certificate of secondary general education with honors (hereinafter referred to as the certificate) is a counterfeit-proof printing product of security level "B" and is made according to a single sample in accordance with the procedure established by the legislation of the Russian Federation in accordance with the Technical requirements and conditions for manufacturing a security printing products approved by Order of the Ministry of Finance of the Russian Federation of February 7, 2003 N 14n (registered by the Ministry of Justice of the Russian Federation on March 17, 2003, registration N 4271), as amended by Order of the Ministry of Finance of the Russian Federation of July 11, 2005 N 90n (registered by the Ministry of Justice of the Russian Federation on August 2, 2005, registration No. 6860).

The certificate consists of a cover, a title and an appendix to the certificate of secondary general education / certificate of secondary general education with honors.

Cover

The cover of the certificate (hereinafter referred to as the cover) has a spread size of 233 mm x 163 mm, is made of cardboard and binding material - fabric vinyl N 59 (or its analogue) of blue-blue color. (Note: the cover of the certificate of secondary general education with honors is made of cardboard and binding material - fabric vinyl N 60 (or its equivalent) in red color).

On the front side of the cover, using a hot stamping method, a one-color image of the State Emblem of the Russian Federation without a shield image, the word "ATTESTAT" in capital letters, in Lazurski Bold 31 p font and the inscription below "ON SECONDARY GENERAL EDUCATION" in capital letters, in Lazurski Bold font, are applied with dark blue foil. 13p.
(Note: on the front side of the hard cover of the certificate with honors, the inscription is applied with gold-colored foil).

The reverse side of the cover is pasted over with special paper weighing at least 120 g/m2 - a flyleaf with a multimatt grid, consisting of wavy texts "secondary general education" and made using iris roll. The color background of the flyleaf is a transition from blue to pink and back to blue. The paper contains a red protective visible fiber that glows crimson under UV light.

Title

The title is made in the format of 220 mm x 155 mm. The color background of the front and back sides of the title is blue-pink, made with the use of iris peals of a vertical arrangement, turning from blue-blue to pink and back to blue-blue.

Front side:
- in the upper right part of the title in the center is the inscription "RUSSIAN FEDERATION", made with paint with absorption in the IR range of the spectrum, in capital letters, in Lazurski 8p font;
- in the center of the title - a one-color image of the State Emblem of the Russian Federation without a shield, printed with bronze paint, which has a yellow glow in UV radiation;
- in the upper and lower parts of the right side of the title there is a frame of blue, light blue and cyan colors and an original composition containing negative-positive guilloche elements with a line thickness of 40-90 microns, printed with special inks with absorption in the IR range of the spectrum;
- in the center, the word "ATTESTAT" with shadow support is made with bronze paint, which has a yellow glow in UV radiation, in capital letters, in Lazurski 32p font;
- below the inscription "ABOUT SECONDARY GENERAL EDUCATION" with alignment in the center - in Lazurski font 12p;
- in the lower right part in the center there is an element in the form of a guilloche rosette, printed with orange paint, vertically (symmetrically) divided into a zone with a red glow under the influence of UV radiation and absorption in the IR range of the spectrum, and a zone with a yellow-green glow under the influence of UV radiation without absorption in the IR range of the spectrum. Both zones fluoresce green when exposed to IR radiation;
- in the lower left part of the front side of the title in the center are the output of the manufacturer.

Reverse side:
- along the perimeter of the title there is a frame of blue, light blue, pink colors and an original composition containing negative-positive guilloche elements with a line thickness of 40-90 microns, printed with special inks with absorption in the RJ range of the spectrum;
- negative microtext with a height of 250 microns is made along a complex curve, and positive microtext with a height of 200 microns is made along a complex curve;

- lower in the center, the inscription in two lines "ABOUT SECONDARY GENERAL EDUCATION" is made with paint that does not have absorption in the IR range of the spectrum, in capital letters, in Lazurski font 12p. (Note: the certificate of secondary general education with honors has an additional inscription "With honors", made with bronze paint, which has a yellow glow in UV radiation, in italics, Lazurski font 12p);
- lower in the center is the numbering of the certificate form, made without spaces in high printing, in Roman font or its analogues, in red ink with magnetic properties and orange glow under the influence of UV radiation;
lower in the center is the inscription "Date of issue", made with paint with absorption in the IR range of the spectrum, in words, in Lazurski 11p font;
- in the upper right part in the center there is an inscription "This certificate indicates that", made in blue paint with absorption in the IR range of the spectrum, in cursive, in Lazurski 11p type;
- lower in the center, the inscription "graduated in ... year" is made with paint that has absorption in the IR range of the spectrum, in cursive, in Lazurski 11p font;
lower in the center, the inscription “and received (a) secondary general education” is made in blue paint that does not have absorption in the IR range of the spectrum, in cursive, in Lazurski font 11 p;
- on the field of the form, two interconnected irregular grids with variable thickness and density of lines, one of which is made with paint with chemical protection that prevents unauthorized changes, and the other is made with paint that has a green glow in UV radiation;
- in the center of the blank, original compositions, including a one-color image of the State Emblem of the Russian Federation without a shield image, are made with variable filling properties and line extrusion;

The front and back sides of the title of the certificate do not contain underlining and subscript explanatory inscriptions.

The use of raster structures, including special rasters, is not allowed.

The title of the certificate has a numbering consisting of 14 characters:
- the first three characters are the code for the constituent entities of the Russian Federation, federal ministries, federal services and federal agencies, the management of which is carried out by the President of the Russian Federation, federal services and federal agencies subordinate to these federal ministries; federal ministries, the management of which is carried out by the Government of the Russian Federation, federal services and federal agencies subordinate to these federal ministries; federal services and federal agencies managed by the Government of the Russian Federation (indicated by three digits in accordance with the appendix to this Description);
- the fourth and fifth characters are the two-digit number of the license issued to the manufacturer by the federal executive body responsible for licensing the production and sale of counterfeit-proof printing products (if the license number is unique, it is supplemented on the left with the number "0");
- sixth - fourteenth characters - 7-digit serial number of the certificate form assigned to it by the manufacturer (starting from 0000001).

The title is printed on paper weighing 100 g/m2, which contains at least 25% cotton or linen fiber without optical brightener, with a common two-tone watermark, with a graphic element "RF" throughout the field, which is translucent-shaded, with a pronounced contrast that provides its reliable visual control. Other additional elements watermarks on paper are not allowed.

It is allowed to use an additional protective fiber, which is a distinctive feature of the manufacturer of certificate blanks.

Supplement to the certificate of secondary general education / certificate of secondary general education with honors

The application form for the certificate of secondary general education / certificate of secondary general education with honors (hereinafter referred to as the application form) is made in the format of 290 mm x 205 mm. The color background of the front and back sides of the application form is blue-pink, made with the use of iris peals, turning from blue-blue to pink and back to blue-blue.

Application front:
- in the upper and lower parts of the application form there is a frame in the form of horizontal stripes of blue, light blue, cyan and pink colors and an original composition containing negative-positive guilloche elements with a line thickness of 40-90 microns and printed with special inks with absorption in IR - spectrum range;
