All culture login. "Single information space in the field of culture": algorithms for working with AIS

We bring to your attention an article by Vadim Vankov, adviser to the Minister of Culture, about the project to create " single space in the sphere of culture" in Russia.

In December 2017, the Ministry of Culture together with the Ministry of Communications. On the single portal public services (gosuslugi.ru) contains an interactive service that displays a map of current events in the cultural life of each region of the country.

This was preceded by another project - "Single Information Space in the Sphere of Culture" (all.culture.ru), implemented by the Ministry of Culture. It started in 2014 with the following goals: to build processes for collecting and disseminating information about events held in cultural institutions; methodological support for employees of cultural institutions, training in skills to work in the digital environment; exchange of experience and best practices.

The "single information space in the field of culture" is a system with a branched structure of interaction between executive authorities in the field of culture and institutions of different levels of subordination: federal, regional, municipal, etc. With the help of this project, institutions get access to the information space social networks, leading news and entertainment resources in Russia, can make mailing lists, in other words, build communication with their potential visitors at all levels.

The main task of the system is the dissemination of information. All collected materials are distributed on the Internet not only by the Ministry of Culture of Russia, but also by domestic Internet companies. Thanks to the well-established interaction of the Ministry of Culture of Russia at the leading information resources information about cultural events taking place in our country.

The system ensures the collection of data on the activities of cultural institutions, namely: information on cultural institutions (description and characteristics), services provided, activities and events held by institutions. The system automates the dissemination of collected data across information channels corresponding modern model consumption of information by the target audience, thus solving the problem of raising awareness of citizens. The training opportunities provided by the system are important modern methods"promotion" of events, exchange of experience and best practices in the process of working with the system.

In recent years, significant results have been achieved in the transformation of the culture industry in matters of application modern technologies and informing citizens about the activities of cultural institutions on the Internet, namely:

  • A system of interaction with cultural institutions has been established. More than 17 thousand institutions (26 thousand registered users) are registered.
    In 2017, more than 100,000 event announcements were made (almost twice as many as in 2016). Collection of information about ongoing events within the framework of all-Russian actions: Library Night, Night of Museums, Night of Cinema, Night of the Arts - more than 6 thousand events in total.
  • More than 10 thousand accounts of cultural institutions in social networks are connected, which have posted more than 2.2 million publications on the social networks VKontakte, Odnoklassniki, Facebook and Twitter. The total audience coverage of domestic social networks exceeded 218 million contacts.
  • Placement of information on commercial portals and services was ensured: Yandex.Afisha, Yandex.Maps, Sputnik search engine (Rostelecom project), OpenStreetMaps cartographic service, Actual City portal group, 2DO2GO, WhatWhere.World and etc.
  • Information about events in the field of culture is published on the open data portal of the Ministry of Culture of Russia, an all-Russian poster has been formed on the portal kultura.rf, a section "Cultural life of the regions" has been created on the official website of the Ministry of Culture of Russia.
  • More than 60 webinars were held for employees of cultural institutions, including with the participation of representatives of the industry, administrations of social networks.

In 2014, specialists from the Russian Ministry of Culture proposed the creation of a Common Information Space in the field of culture to provide citizens with up-to-date information about events held in the buildings of cultural objects of the Russian Federation.

Prerequisites for creation

But a modern person, having no desire to go somewhere for a schedule or not being able to find out about an upcoming performance on the weekend, about a new exhibition by a famous artist, most often after work just relaxes in front of the TV or at the monitor screen. The cultural level of the population in the country began to fall. This reason has become a prerequisite for the creation of a single information space in the field of culture.

Now every resident of Russia can subscribe on Odnoklassniki, VKontakte, Twitter to the pages of the EIPSK AIS, install the mobile application on a phone or tablet and receive daily mailings from complete information about events in all cultural institutions: what is prepared, where it will take place, at what time, who will participate. The creation of a single information space in the field of culture makes it possible for each person to remotely view the entire list of upcoming events and choose and visit the most interesting ones for him.

How does the system work?

Each representative of a public and private cultural institution is invited to register on the site of a single information space in the field of culture and add their institution (palace of creativity, museum, theater, circus, and others) to the list. Here, project participants publish information about the upcoming event. In addition, it is possible to make a newsletter for media representatives.

Thanks to the capabilities of the portal, information about cultural events is instantly distributed via the Internet to social networks (Odnoklassniki, Twitter, Facebook, VKontakte), mobile applications, is laid out on different sites that appear on the first pages of search engines ("Yandex", "Google"). That is, all resources are used that have the ability to convey information to each Internet user.

The results of the work of a single space

During the existence of a single space, statistics were collected. They show these numbers:

  • 86 regions of the Russian Federation participate in the project;
  • on the this moment about 4,000 institutions are listed;
  • about 200,000 people and communities have signed up to receive information about upcoming events.

Night at the Museum

The project "Night at the Museum" turned out to be especially successful. About 1000 museums of Russia participate in it. Thanks to the coordinated work of a huge number (about 100) of information partners, during the existence of a single information space in the field of culture, more than a thousand events were organized in museums, which were attended by a total of about 100,000 people.

The data obtained identified the main information partners that attract citizens to participate in a variety of activities: search engines and social networks. Statistics show that a single information space in the field of culture is a necessary and interesting portal for the inhabitants of the Russian Federation, which should be developed.

How to make it so this information was able to get on hundreds of sites, spread in many social networks or be displayed in mobile applications?

The best option is one that has a branched structure of interaction between cultural institutions of different levels and executive authorities in this area.

With the help of this system, great opportunities open up, for example:

  • get access to the information space of social networks, as well as to news and entertainment resources of the Russian Federation;
  • can do mailing lists etc.

Obtaining such opportunities significantly increases the level of building communication with the target audience at any level.

Nevertheless, the main task of this system is the dissemination of information. The unified information space enables access to the information partners of the high level, which allows you to provide them with information about the development of culture in the region at the moment.

So, for example, today on the official website of the Ministry of Culture of the Russian Federation in the section "Cultural Life of the Regions" you can already get information about the events that take place in cultural institutions located anywhere in Russia. The same information can be obtained from the "Poster" section on the "Culture of the Russian Federation" portal.

However, it is worth noting that not only the Ministry of Culture of the Russian Federation, but also many domestic Internet companies are engaged in the dissemination of this information on the Internet. Many leading information services tell about the events taking place in the sphere of culture of the Russian Federation.

The Russian social network “VKontakte” provides great assistance to the EIPSC, thanks to which cultural organizations that have been registered receive the privileges of being placed in the “Culture and Art” section and quickly undergoing verification of their pages.

During the existence of this section of VKontakte, the communities of cultural institutions have grown in total by more than half a million subscribers. Those events that have successfully passed moderation are automatically posted in the Cultural Poster application, which was created at the initiative of the Ministry of Culture of the Russian Federation in such social networks as Odnoklassniki and VK.

An important point is that the Common Information Space in the field of culture provides innovative methods. Also, this project creates conditions for the exchange of experience and best practices in the process of working with this information system.

On the possibilities of posting information in the EIPSK

To date, more than eleven thousand cultural institutions are registered in the EIPSC, which have provided information to millions of users about more than 20 thousand different events. During this time, more than three thousand groups have been created in various social networks. Indeed, cultural institutions of any region of the country, including commercial organizations, can technically operate in the Common Information Space.

The creation of this system also plays an important role for executive authorities, which until now have been involved in holding events in paper form:

  • monthly schedules of planned activities;
  • final reports of the events held and other equally important documents.

This information is provided in different formats, so it takes a lot of effort to format and combine it. The use of the Common Information Space greatly simplifies this process, reducing the burden not only on cultural institutions, but also on executive authorities.

After entering information into the UIPSK, the system automatically formats it. In addition, executive authorities can use a free mechanism that can automate the collection of information about the activities of all cultural organizations located in any of the regions, regardless of their level of subordination.

Using information from the AIS Single information space in the field of culture, the subjects have the opportunity to format such sections of their official websites as a map of cultural events in one of the regions and a poster. An example is similar maps on the websites of the Ministry of Culture of the Nizhny Novgorod Region and others.

Among other things, on the basis of information from the AIS, regional portals can be built that tell about the activities of cultural institutions of the city or all regions. EIPSC is a fairly convenient way to build more effective communications between the Ministry of Culture, authorities and cultural organizations throughout the region.

To use a single information space in the field of culture, it is not necessary to install a specialized software, since all functions are performed in ordinary Internet browsers.

In this case, you only need a computer connected to the Internet. Registration is very simple:

  • the registration card is filled out on the site all.culture.ru;
  • the application is confirmed by e-mail.

The advantage of the system is free access for all cultural organizations, regardless of their departmental affiliation and form of ownership.

For cultural institutions that are new to the use of the EIPSC AIS, an algorithm has been developed that will help them become confident users this system. Work in the Single Information Space is carried out in stages, namely:

Registration

To start working with this system, first of all, you need to register an employee of a cultural institution.

To do this, entering the page all.culture.ru, you must click the "Register" window. After registration is completed, the system automatically proceeds to the page for choosing an organization.

Establishment of an institution

If the institution is already in the system, then the registered employee should leave an application to join the institution.

This selects:

  • region;
  • district or city;
  • institution to select from the list.

The request will be considered by the moderator or representatives of the organization. It is worth noting that you can only select those institutions that are included in the system.

If the institution is not in the list, it must be created, for which the “Create institution” window is pressed and a certain form is filled out.

Adding a place

At the third stage, after the organization is added to the system, the location of its location is added. When you open the Places tab, the Add Place window appears, which you must click. After that, it is worth filling out all the fields, adhering to some requirements, for example:

  • when indicating the name, it is not necessary to write its official name, it is better to write everything in a simplified form;
  • if it is not an abbreviation, then you do not need to write the whole word in capital letters;
  • use only angle quotes and so on.

Each of the fields to be filled in has its purpose. So, for example, "Institution" is a tool that is used to manage their own information and create widgets. It also tracks statistics.

The "Place" field describes a specific cultural institution.

  • Tags are a tool that identifies the target and thematic features of the presented event.
  • This field can contain photos of actors, interiors of cultural institutions, exhibits, and so on. The photo must be of the highest quality.
  • Also at this stage, the field "Links to video hostings" is filled in, in which you can place links from Vimeo and YouTube.
Creating events

Creation of events, which represent a special category, is carried out in the next step. Here it is necessary to add announcements of all those events that are held by certain institutions. In this case, several fields are also filled in.

Article creation

The Common Information Space has special function"Articles" for creating large arrays of texts, which are accompanied by pictures. The designer of photo and text blocks acts as this functionality. By alternating these blocks, you can collect high-quality material, which can later be sent to external sources.

The article format is most suitable for the following categories of information:

  • photo reports;
  • thematic articles, which are texts devoted to one of the interesting topics relating to the sphere of culture;
  • post-releases - stories about those events that happened earlier;
  • reviews - texts that describe several events planned for next year;
  • interviews and more.

To start working on the creation of an article, you need to enter the EIP under a registered login, specifying a password, and then choosing an institution. After that, the "Articles" tab is selected, which provides access to all articles added by other cultural institutions.

You can create your own article by clicking on the "Add article" window and filling in the fields of the article editing form.

Creating newsletters

After creating the article, the next step should be taken, aimed at creating mailing lists - a toolkit necessary for effective interaction between users and a cultural institution. Action this tool sent to:

  • to sort the visitors of the institution into different categories;
  • to notify the audience about planned events and services provided by the institution;
  • to automate the distribution of press releases for information partners, including tools mass media, city portals and others.

In order to manage the processes of interaction with users, you need to perform the following actions:

  • go to the "Audience" section;
  • get acquainted with the tabs of the section - "General information", "Contacts", "Applications" and "Mailing lists".

The "Contacts" tab includes a database of contacts and tools for replenishing this database.

Creating Widgets

One of the rather important stages is the creation of widgets, which are independent information blocks of small sizes, including certain text, pictures or a form. feedback.

These blocks can following features:

  • determine the number of visits to this site;
  • create application forms for this or that event;
  • announce events.

In the Common Information Space of the Sphere of Culture, you can create widgets of different formats and types, each of which performs more than one function and can be used to announce events. The effectiveness of the format generally depends on the specific purpose.

It is worth noting that sending messages is possible only on behalf of the organization itself. This means that a user who has just registered and is not a member of an institution within ENIPS will not be able to use this functionality.

Two types of communication can be established inside the system - horizontal and vertical. Horizontal is the communication that occurs between cultural organizations of one region, city, region, and so on. The vertical, in turn, is established between institutions acting as moderators and subordinate structures.

About the possibilities of the automated system EIPSK

United Information system opens up great opportunities both for cultural institutions of different levels, and for the authorities of this sphere of the constituent entities of the Russian Federation. For example, organizations get the opportunity to attract the target audience free of charge. Automation greatly simplifies the work of employees of the institution, who can also undergo training.

It is also very convenient that information needs to be entered only once, but at the same time it is distributed repeatedly, which increases the possibility of its distribution several times. Institutions can also easily exchange experiences and organize joint projects.

As for the authorities of the constituent entities of the Russian Federation in the field of culture, first of all, the Common Information Space helps them in collecting the necessary information about the events held by institutions and the services they provide. Also, thanks to the AIS, they can track the activity of the cultural life of their subordinate cultural institutions at any time.

As a result of using the Common Information Space, it will be possible to obtain information about any of the institutions working in the field of culture, which can not only be created and changed, but also distributed from one personal account.

Also in this case, it becomes possible to schedule publications in such communities as Odnoklassniki, Facebook, VKontakte, Twitter, and post it on social networks once according to the schedule. Thanks to the AIS of culture, cultural institutions will be able to create interactive widgets, collect contacts of the target audience and receive feedback.

Among other things, the implementation of AIS EIPSK allows you to perform the following actions, for example:

  • engage in the formation of a base of contacts, while taking into account the interests of consumers;
  • get easy access to any audience;
  • provide announcements not only on posters, but also in the largest urban communities;
  • promptly provide information to the media;
  • explore new ways of disseminating information about a cultural institution on the Internet;
  • improve social networking skills;
  • establish contact with the authors of the project;
  • easily and quickly get answers to your questions and much more.

On the prospects for the development of the Common Information Space system

Despite the rather “young” age of the AIS, its implementation has already brought considerable results. A striking example is the organization of the collection and dissemination of information about the events that took place as part of the federal-level actions Night of Museums and Night of the Arts.

As a result, an audience of more than 20 million consumers was reached. Cultural institutions have received tremendous support from major news outlets, social media and many online services. In the future, it is planned to introduce a single information space in the field of culture throughout the Russian Federation.

The developers of this automated system expect that soon ENPI will be able to attract many new information partners and significantly expand the channels for disseminating information. Also, the implementation of the project involves the provision of information about cultural organizations of the Russian Federation and their events in the format of open data.

This information can be made available for each of the Internet services that are interested in it, which can lead to the promotion and popularization of the activities of cultural organizations.
