Error "You do not have valid certificates" in the State Services - what to do. (EDS) electronic signature for public services, creation and receipt Why the plug-in for public services is not installed

EDS verification is carried out for the following reasons:

determination of validity
document

personal identification
owner

confirmation of intentions
sending

It is impossible to check the EDS, that is, to decrypt the code on your own: a specialized program is needed. Most easy way check the signature without going into technical details - use the State Services website. To do this, you need to take a number of actions.

  • Make sure you have everything you need for verification: a PC with Internet access, a physical signature medium, or a file.
  • Open the new site gosuslugi.ru using a browser, or rather old version portal gosuslugi.ru/pgu.
  • At the bottom of the page, find the section " reference Information" and follow this link.
  • Find the "Electronic signature" section, on this page the signature is verified.

Should know! To check the EDS on the State Services website, registration and account confirmation are not required.

In the "Electronic signature" section, users have several options for verifying an electronic signature, both on a physical medium and in the form of a file.

Certificate confirmation is obtaining information about the owner of the digital signature, the validity period and the authority that issued the signature.

An electronic document confirmation is a verification of the authenticity of a file sent using an electronic signature. Three verification options are available here: ES - in PKCS#7 format, ES - disconnected, in PKCS#7 format and ES - disconnected, in PKCS#7 format by hash function value.

Select the required option, upload the file, enter the captcha (the code from the image) and start the check by clicking the "Check" button. After processing the data of the EDS verification result, all information will be displayed on the State Services portal.

What to do if the electronic signature on public services does not work?

If the portal of the State Service does not see electronic signature and does not allow entry, you should contact the certification center where the EDS was purchased, or the staff of the State Services website. However, a number of actions can be performed independently. tax reporting and tax payment.

  1. 1. Try another browser - sometimes the reason that the State Services do not see the EDS lies in the installation of unverified add-ons (plugins).
  2. 2. Try accessing the site from a different computer or device.
  3. 3. Try temporarily disabling the antivirus and log in without its control.
  4. 4. Verify the integrity of the physical media, check the file on the portal according to the instructions above.
  5. 5. See if the EDS has expired, in which case you will have to buy a new signature.
  6. 6. Look at the calendar, the portal itself often hangs when the last days of delivery come

If the website of the State Service does not see EDS certificate, and all the above situations do not fit, you need to reconfigure the browser Internet Explorer.

  • Go through the "Service" to "Internet Options", then "Security", "Trusted Sites", "Sites" - and uncheck it here.
  • Add the following directives to the list of trusted sites: *.gosuslugi.ru, *.esia.gosuslugi.ru, *.zakupki.gov.ru.
  • Disable "Protected Security Mode" for these sites, set the security level to "low".
  • Clear cache and cookies, restart your browser.

If the electronic signature on the State Services still does not work, reinstall the plugin.

Check "Tools" - "Compatibility View Options", site gosuslugi.ru should not be added to the list.

But all this time, the author did not find a chance to test the newfangled electronic document in real conditions. Unless, as a medical policy, a plastic card was shown at the clinic's registry a couple of times, but this does not count. And so, the opportunity presented itself.

Vacation is coming, and I suddenly discovered that my passport expires just in a couple of months. Instead of pushing in the queues of the Federal Migration Service and rewriting applications by hand, I decided to apply for it through the public services portal.

registration

Of course, no application can be submitted in a hurry, although the services are modern and electronic, they are still state-owned. Therefore, you first need to register on the portal. This can be done in several ways, but we are interested in the one that appears with the receipt of the UEC.

Press the register button, enter the last name, first name and phone number. We are waiting for confirmation in the form of SMS to the specified number and slowly begin to fill out the questionnaire.

The system tells us where how many numbers and letters should be. The information is immediately checked in the online databases of various departments. When all the data is already filled in, you are told that it remains to wait for verification in several departments, which usually takes a couple of minutes, but can take up to five days. Fortunately, SMS confirmation comes in five minutes. In general, informatization in all its greatness.

Here comes the moment of realization - register something you can in a couple of minutes, but how to confirm your account?

The portal of public services offers three options to choose from: wait for the confirmation code that will come to you by mail (“Russian Post”, to be absolutely precise) in a week, receive it personally at Rostelecom on the street. Republic (across the road from the Drama Theatre) or use the electronic digital signature of the UEC.

"Hooray!" - we think, we take out a card and face the first problem. Where to insert it?

Buying a smart card reader

Not all card readers are suitable for UEC, you were probably warned about this when you received the card. There is a certain list of devices that are guaranteed to work with the public services portal, and there is a list of stores where you can buy them.

I could not immediately remember where exactly the reader I needed was sold, how much it costs and what the name of the company that released it is called. For luck, I went to a DNS network store, where the required device was never heard of. I was lucky in Arsenal +, there was a Ginzzu reader for almost 400 rubles.

Judging by the inscriptions on the box of the reader, no software needs to be installed, the device itself will be determined by your operating system. It is true, but only in part - surprises await you at the moment when you go to the public services website and try to log in using the UEC.

Installing plugins and programs

The wonderful message “Error: plugin not installed” is unlikely to say anything to retirees who have just completed the Expanding Horizons computer literacy course. Advanced users will immediately realize what kind of plugin we are talking about.

We click on the link "Plugin for working with an electronic signature", download some strange file and find that the Mozzila Firefox browser cannot do anything with it. We launch Google Chrome, repeat the operation and install the plugin. The next time you visit the portal, Chrome will ask you if you want to allow this plugin to work with this page, you will of course allow it.

We restart the browser, go to the State Services again and face a new nuisance. “You do not have valid certificates,” the portal offers us another riddle. Here I personally lost my nerve, and I climbed to look for official instructions connecting UEC to the system on the Internet.

Fortunately, there are such instructions and all the time we were on the right track. Unfortunately, the State Services themselves do not share this link with newly minted users, which explains a lot: “To register on the portal public services using UEC, you need to connect the card reader to the computer and download the CryptoPro UEC CSP Program.

We register on the Crypto-Pro website, download "CryptoPro UEC CSP (CryptoPro CSP 3.6.1 version 8 in conjunction with Browser plug-in" and install on the computer. After the program itself, periodically hanging up, installs, you will be told what you need to install there is also a plug-in that is included in the kit.Again, we agree and wait.

What else does he want from me?

It would seem that everything necessary support already installed, information on the State Services is loaded. It's time to verify your identity and secure the contract with an electronic signature. But it was not there.

The public services portal will freeze every time you try to connect through the UEC. You can cure the disease only if you have time to press the “no” button in one second, which the following message is on: “The following plugins stopped responding to requests: Unknown. Stop plugin? Not fatal, of course, but annoying.

Further, when you received the UEC, you were given an envelope in which four pin codes were written. To confirm your intention to put a digital signature, you need to enter the code. You have only three attempts, and four codes.

Fortunately, we know that you need to enter (I still can’t understand why this particular one) the code that flaunts on your piece of paper as “ID. PIN2. It, unlike the first pin-code, is not four-, but six-digit.

When you manage to install all this software by registering on two sites (CryptoPro and Gosuslug), catch a browser pop-up window and enter a second pin-code, you, while increasing your computer literacy, will still be able to verify your identity on the most important government site. You will be rewarded with an SMS message: “You have just confirmed your account, now you have access to advanced features.

To be honest, the first time this experiment took me a little less than two hours. While writing the material, I already knew what and where to download, where to register, but I spent at least an hour. And I didn’t manage to catch the plug-in stop pop-up window from the first time even now.

The conclusion is simple: UEC, purely technically, makes it possible to register on the public services portal and receive full access to all its resources, and indeed, this is a great thing! But, with all due respect, it is still impossible to talk about any nationality of the UEC, at least until clear step by step instructions and placed at each point of issue of cards, and even better, issued along with this very card. Because otherwise, not every UEC owner will be able to use it. Let's hope things change for the better soon.

P.S. It was possible to issue a foreign passport with much smaller dances with a tambourine near the computer.

Make friends with modern technologies for inexperienced users - a task with an asterisk. However, in the realities of the world, this is catastrophically important, which means that everyone has to figure it out. In this article, we will talk about solving a common error on the State Services website - "You do not have valid certificates." You will learn what this failure is and how to fix it.

Solution at launch

One of the reasons for such an unpleasant turn may be a registration error. It is worth briefly analyzing the sequence of actions for the right start:

  • We go to the website of the State Services and find the item "Registration".
  • Enter your details and mobile number.
  • While the SMS is coming, you can start filling out the questionnaire.

It is worth noting that it is difficult to make a mistake here - the system detects an insufficient number of numbers or letters in a particular column, indicating a possible error. But it's still worth double-checking. You can confirm your account in several ways (they sometimes change) - check on the website in the appropriate tab. Were there any problems with the data? Go ahead.

The error comes out after installing special programs (UEC)

  • Downloading the first program "Plugin for working with electronic signature". Unfortunately, it works flawlessly exclusively in Google Chrome - the popular Firefox does not respond to installation at all.
  • Restart the browser and allow the plugin to work.

It is at this point that most are faced with the error in question "You do not have valid certificates" in the State Services - the solution turns out to be stupidly simple:

  • We find the site "Crypto-Pro" (or another crypto provider, token) in the search engine and go to the resource.
  • Do not forget to connect your own card reader to the PC (better done before registration).
  • Going through the registration process "Crypto-Pro", then download the utility "CryptoPro UEC CSP".
  • After successfully installing the above program, you will be prompted to install the plug-in included in the kit - we agree.

In principle, this should be the end of all problems, but for some they still remain - then we resort to extreme measures.

A separate point is the operating system. It also happens that on outdated operating systems (Windows XP, Vista, MAC OS) the EPC may fail and not get up as expected. Try to apply Latest updates and check the program itself for compliance with your OS version.

There are no valid certificates in the State Services - "severe" cases.

If all of the above manipulations did not lead to a “happy ending”, there are only two options left - a certificate expired or minor bugs in the browser. First, let's deal with the first - this seems like an obvious puncture, but by no means everyone thinks of it when problems arise.

  • We remember or find out in which company we received the EPC.
  • We call the relevant organization to clarify the issue.

Is everything simple? So it is - it's just that people are used to looking for a catch in everything. Most likely, your certificate has simply expired, or the company that provided it has experienced temporary difficulties.

With the second option, everything is not much more complicated - you just need to clearly and correctly follow simple instructions:

  • We go into the browser settings (three dots in the upper right corner, select from the list).
  • Scroll the window that opens to the end and open the item "Additional settings".
  • We are looking for a section "Personal data", where we go to the "Content Settings" item.
  • We open "Cookies" and enter the link to the site in the appropriate window.
  • Agree with all saves by pressing "Ready".

Important - make sure that the entered link will be marked "Allow". Also make sure that the site is listed as trusted.

In rare cases, you have to completely reinstall the corresponding programs on your PC and re-register all the paths to folders with certificates. We hope that this article was useful for you - use modern solutions business with pleasure!

One of possible errors when working with the State Services Portal, it is on the user's side, namely in his browser - a program with which they browse web pages. Knowing if the error is in your software difficult - so you should just try this method.

What are the errors?

  • The browser is using old files. When you first access a web page, the browser remembers (caches) some files so as not to waste resources on downloading them again. These files may be responsible for the performance of a particular functionality. The error occurs when the visitor's browser uses previously saved files while on the portal itself executable files changed: developers introduced new functionality or improved the old one. Accordingly, with "old" files, an error may occur when interacting with the portal.
  • The browser does not support the required features. The browser is essentially a set of rules that tells it how to process this or that code. That is, the same document may work/display differently in different browsers. Such differences are laid down by the developers at the development stage of the program and you cannot influence them. This suggests that the State Services portal can work correctly in one browser, but not in another.
  • Problems with the plug-in for working with public services(only relevant for legal entities). For a legal entity to work with the State Services Portal, you need to install a special plug-in (more about installation and possible problems read the link https://www.gosuslugi.ru/help/faq/yuridicheskim_licam/2744).

How to solve the problem with the browser?

Option 1: Clear cache and cookies

When contacting the technical support of the State Services portal, you can often hear the advice to clear the cache and cookies of the browser you are using. Here you have two options: "clean" the browser that you use as the main one, or use a different (non-main) browser.

The first option is good because you do not need to change the usual program. But there is also a significant drawback - all sites where login is required ( social networks, email, etc.) will be logged out. If you do not remember the passwords for these accounts, you can easily lose access to them. Plus, all history of previously visited sites will be lost to you. If you have recorded the necessary data from the accounts you need and you do not need the history of visiting sites, then you can “clean” your main browser.

The second option implies that you are using any other browser that you do not use, or a freshly downloaded program. In any case, make sure the history and cookies this browser cleaned, but it is better to carry out the cleaning procedure again.

Use the keyboard shortcut to clear history and cookies. Ctrl+Shift+Del(simultaneously pressed) for operating system Windows and Shift + ⌘ + Backspace for Mac OS. Be sure to check the boxes for deleting your browsing history and cookies(see examples below).

Option 2: Use a different browser

Even if you decide to simply clear the cache and cookies from your main browser and your problem is not resolved, it makes sense to use a different browser. Perhaps there have been updates in your Internet browser that now do not allow you to work correctly with the State Services Portal. In this case, simply clearing the history will not help you. But using a different browser will increase the likelihood of solving the problem.

Option 3. Set up the current browser (for legal entities)

Installing the plug-in for legal entities is a mandatory browser setting for correct work with the State Services and the electronic signature. The problem may lie in an uninstalled plug-in, an incorrectly functioning plug-in, the computer's anti-virus system, etc. For more information about problems and their solutions, you can see the help section https://www.gosuslugi.ru/help/faq/yuridicheskim_licam/2744 or apply to .

Which browser is better to use for working with the State Services?

The portal is designed to work correctly in all latest version most common browsers:

  • Google Chrome, Chrome Mobile;
  • Yandex Browser;
  • Mozilla Firefox;
  • Opera;
  • Apple Safari;
  • Mobile Safari;
  • Internet Explorer;
  • Android Browser;
  • "Satellite".

Therefore, there is no fundamental difference in which browser to work. The only thing is, try not to use older versions, because the risk of errors in such browsers increases and you will not be able to work properly in .

There are several stages of registration on the State Services portal, which open up different opportunities for users. One of the stages of user initiation is an electronic signature, thanks to which you can log in to personal account and also order electronic services.

Initially, electronic signatures were used only legal entities who preferred to communicate with the tax authorities in in electronic format. It allowed to protect the documentation when sent for verification to the appropriate authorities. Later, this practice in a broad sense was adopted for individuals.

An electronic signature is a way to confirm the authenticity of a document. When creating an electronic signature are used different kinds encryption, so it may have a different appearance. This short code is then attached to the main document, which will be sent by email.

The ES is valid for a year, after which it is necessary to renew it with the purchase of a new key or certificate. Please note that the service is paid. Its specific cost depends on the conditions that are included in the contract. To date minimum amount ES for individuals is 700 rubles. You can get acquainted with the tariffs on the official website of the RosIntegration certification center.

Types of electronic signature

There are 3 types of electronic signature:

  • Simple;
  • Unskilled;
  • Qualified.
  1. A simple electronic signature is often used in everyday life. It is a one time code. Users constantly encounter such data encryption, for example, when confirming a payment with bank card. To successfully complete the operation, you must enter the code that is sent to the phone number associated with the card.
  2. Unqualified ES is used in electronic documents. Users rarely encounter it in ordinary life, because its registration is possible only in the control center. With this type of electronic digital signature you can "certify" your letters to government agencies with email. However, the service itself has privacy restrictions.
  3. A qualified electronic signature is an equal analogue of a paper signature for individual. And in the case of legal entities, it can also replace the seal of the organization. Thanks to this variety, documents can be sent by e-mail to any authority. There is no need to personally confirm any information.

How to get an EDS for the State Services website?

To work with the State Services portal, a simple and qualified electronic signature is used. Obtaining any kind of identifier is directly related to registration on the site. However, due to the fact that these EPs are of a different nature, the procedure for obtaining will differ significantly.

Important! A qualified electronic signature has more weight than a simple one, since it opens access to all portal services. The main difference is that a simple digital signature gives access to viewing information, for example, on the amount of fines. However, only with a qualified electronic signature does the user have the opportunity to send applications for receiving services in electronic form.

Creating a simple electronic signature

A simple electronic signature is created at the first stage of user registration on the portal. This is the so-called "simplified registration", which only requires the visitor to enter certain data into the database. Everything is done remotely and does not take much time.

A simple type of signature is assigned to absolutely all users of the portal, as this happens immediately after registration.

  1. If you click on the "Personal Account" button, not only the login form will appear, but under it there will be a link to the registration form, which you must select.
  2. The first page contains the basic data about the user: full name, phone number, email.
  3. The system automatically generates the first simple electronic signature of a new user. The code is sent either to email, or on the phone in the form of SMS. The received code must be entered in the field that opened after filling out the first registration page. This signature confirms the visitor's desire to continue creating a profile on the portal. However, despite the fact that a simple electronic signature has been generated and confirmed, its creation does not end there.
  4. After entering the one-time code, there are still empty fields that need to be filled in. Besides permanent password the client must indicate the data on the documents that confirm his identity: SNILS, passport, TIN.

Information uploaded to the service is sent for verification. And if the data on them matches the data of the common database, the client can use the resource. In fact, at this stage, the creation of a simple electronic signature is over. The user can enter the portal, view the available information.

The truncated functionality of the portal can be expanded if you complete the registration of a simple electronic signature into an unqualified one. To do this, you must personally contact the Russian Post or. You must have a passport and SNILS with you. Employees of government agencies check the compliance of documents with the ones specified in the profile settings. And if these are really your documents, a one-time code is issued, which is entered in your personal account in the profile settings. After its introduction, the State Services reveal their full potential.

Note! Registration on the State Services Portal is not required if the user initially contacts the MFC to create a simple electronic signature. After that, it is enough at home to choose the entrance to SNILS.

Creation of a qualified electronic signature

A qualified electronic signature is issued on a USB flash drive at the control center. It is necessary to contact the institution that is engaged in the creation of a qualified electronic signature in your locality by phone and order an ES. After that, you must personally go to the office with a passport. There are various tariffs at which ES is created. The minimum tariff is suitable for working with the State Services portal.

Together with a flash drive that contains information about the electronic signature, the client receives software for installation on his computer, a license and a certificate. At home, you will need to install the program and insert the USB flash drive into the USB connector. In the authorization form on the State Services portal below, you must select "Login using electronic means". And then choose the path to the removable media.

What can ECP be used for?

The electronic signature on the State Services is used to open access to all the features of the site:

  • Sending an application for obtaining certificates, extracts and so on;
  • Payment of state duties with a 30% discount, if it is provided for by a specific service.

Additionally, an individual has the opportunity to send a tax return via the Internet. Also, EPs continue to be used by legal entities. But at the same time, it is necessary that the certificate be filled out in the name of a person authorized to work with the State Services portal from his company.
